There are two grades for submarine warfare: Restricted and All-Out (or<br />

Unrestricted).<br />

Submarine warfare is resolved during the Interphase, with the following<br />

sequence:<br />

1. U-Boats launch torpedo attacks<br />

2. Great Britain: loss of EP and NW<br />

3. Escorts sink U-Boats<br />

Starting Submarine Warfare<br />

Germany must attempt and succeed in the “Submarine Warfare” Political<br />

Action to start Restricted submarine warfare.<br />

● Submarine warfare will be effective during the next Interphase. If the<br />

political action is played in Winter 1914, submarine warfare will take<br />

place in Spring 1915.<br />

● Declaring submarine warfare has a negative political effect on neutral<br />

countries.<br />

● Once submarine warfare is declared, the German player may escalate<br />

by declaring “All-Out” Submarine Warfare (it may even do so in the<br />

same Interphase). The effects are more destructive, but the neutral<br />

countries, especially the United States, will react more strongly.<br />

23.2 Restricted Submarine Warfare<br />

The very first Interphase with Submarine War fare has increased losses<br />

due to surprise. During this Interphase the “All-Out” table modifier is used<br />

(see next). Otherwise, the subsequent Interphases use the standard<br />

Restricted Submarine Warfare rules.<br />

U-boats Torpedoes<br />

Germany rolls a D12 for the whole U-Boat submarine fleet. There are two<br />

different sets of modifiers, depending on which submarine warfare is in<br />

effect.<br />

● During Restricted Submarine Warfare, the EP losses are halved, and<br />

the NW loss is reduced by 1.<br />

● When Germany discovers the “U-boat” technology (a much<br />

improved version of the U-boats), it receives a permanent +1 bonus<br />

for Restricted warfare, and a permanent +2 bonus for All-Out<br />

warfare.<br />

● Entente may have the “Asdic” technology, which provides a -1 penalty.<br />

23.3 All-Out (Unrestricted) Submarine Warfare<br />

When the “All-Out” warfare is in play, the table modifier is two columns to<br />

the right for subs (e.g. 1 U-boat will be shooting on the 3 column).<br />

The new factor is that during All-Out warfare, the previous Interphase<br />

losses may provide a bonus for the next Interphase.<br />

● During All-Out warfare, Britain may organize “Convoys”, by<br />

choosing the corresponding Political Action. This gives a variable<br />

penalty to U-boats, depending on the number of escorting DDs,<br />

DEs and CLs (this is a function of the ship-to-U-boat ratio: 1-1, 3-2,<br />

2-1, etc).<br />

23.4 Fighting the Submarine Warfare<br />

It’s handled in a generic way, there are no real physical handling and move<br />

on the map itself.<br />

● The Central Powers build and assign U-boats to Strategic Warfare<br />

● The Entente player may assign or reassign warships to “Escort”<br />

duty, to protect the merchant ships. This concerns only “light”<br />

warships: DD, DE and CL from Britain, France and the United<br />

States. To do so, he has to send such “Escort” fleets in North Atlantic<br />

or North Sea (anyway the closest possible to seas bordering Great<br />

Britain) with the "Patrol" mission.<br />
