789 The delivery driver should not use any equipment (including lift trucks) at a
delivery or collection site unless this has been agreed beforehand and steps have
been taken to make sure that the equipment is well maintained and the site is
suitable. Lift trucks and other specialist vehicles should only be used by trained
drivers. If the driver does use a lift truck, they must be trained to the standards
described in Driver training and competence (paragraphs 642-665). Employers
should be confident that drivers are able to work safely.
790 Loading and unloading will often involve mechanical lifting. By law, you must
make sure that all lifting operations are properly planned by a competent person,
appropriately supervised and carried out safely. (See definition of competent person
in paragraph 614.)
791 Lifting equipment needs to be suitable for its use, marked with its safe working
load, properly maintained, inspected appropriately and thoroughly examined
regularly.
792 Planning is the key to safe loading, safe unloading and load safety.
793 See the sections on delivery safety in the chapter Organising for safety
(paragraphs 182-227) for advice about planning a delivery.
794 If more than one company is involved, they should agree beforehand how
loading and unloading will happen. For example, if visiting drivers unload their
vehicles themselves, they should receive the necessary instructions, equipment and
co-operation for safe unloading. Arrangements will need to be agreed beforehand
between the haulier and the person receiving the delivery.
795 If employees of more than one company are involved in loading or unloading a
vehicle, that vehicle should be considered a shared workplace while the loading or
unloading is taking place.
