You should identify all the people who are involved, and take account of their abilities when allocating tasks and deciding what training they should receive. Specific training may be needed to deal with reversing or using reversing aids fitted to vehicles. Workplace transport safety Page 86 of 144
Parking Common risks Health and Safety Executive 699 Carelessly parked vehicles can injure and kill people. A vehicle parked on a slope can move if all of the brakes are not used properly. It can take very little slope to make a vehicle move, and it can sometimes happen even if the vehicle has been still for some time. 700 People can be hit by moving vehicles, run over or crushed against other objects. These risks are likely to be much worse when the vehicle is out of control. Drivers are often hurt trying to get back into moving vehicles to properly apply brakes. If people are working on a vehicle that begins to move, they could fall. 701 Even if no one is hurt, a vehicle can hit other vehicles, buildings, scaffolding and so on, causing serious and expensive damage. 702 Carelessly parked vehicles can reduce visibility for drivers and pedestrians, and can force pedestrians onto vehicle routes if they block a path. Safe site 703 Wherever possible, there should be designated parking areas in the workplace. Parking areas should be: n level; n firm; n well lit; n clearly marked and with safe walking areas; n easy to find; and n as close as possible to where people need to go when they leave their vehicles. Case study 12 A bus driver was run over and killed by a double-decker bus while he walking across the depot yard. It was dark and raining, and the driver had just parked his bus. The company had not controlled the risks that resulted from vehicle movement in the yard. They failed to segregate vehicles and pedestrians, had not provided suitable signs and road markings, and the lighting was poor. The bus company were prosecuted and fined £50 000 with £15 000 costs. 704 See Parking areas (paragraphs 409-427) for advice about physical precautions to reduce parking risks. Safe vehicles 705 Vehicles should be parked on firm and level ground, preferably in a parking area (see paragraphs 699-704).
