Health and Safety Executive 687 Hand signals should be slower to show that an operation should happen slowly. 688 These signals may not be enough to cover every situation. The law also allows for specific alternatives to be used if they are more appropriate, including BS 6736:1986 Code of practice for hand signalling for use in agricultural operations. 26 If these signals are not enough, further signals can be used based on existing signalling practice. 689 Whatever signals are going to be used, banksmen and drivers should clearly agree before guided manoeuvring begins. Figure 43 Reversing guides separating loading bays and pedestrian areas 690 It is important that hand signals are used consistently throughout the workplace. All employees involved in guiding vehicles should be trained as appropriate, especially new employees, who may have used a different system before. 691 Banksmen need to be visible to drivers at all times. Precautions for visibility are especially relevant in low-light conditions, which should be avoided if possible. 692 The precautions should include (where appropriate) the following: n high-visibility equipment (vests, arm or cuff bands, gloves, bats, batons or flags). Banksmen are sometimes given a high-visibility vest of a different colour to other site workers, to help distinguish them; n vehicle- or site-fixed visibility aids (such as mirrors). 693 Banksmen will need to stand in a safe position from which to guide the reversing vehicle without being in its way. 694 If drivers lose sight of a banksman, they should know to stop immediately. In some circumstances, portable radios or similar communication systems can be helpful, although the banksman will still need to be visible to the driver at all times. 695 Some employers (for example, quarries) do not allow banksmen to be used due to the size of vehicles involved and the difficulty that drivers have in seeing them. 696 If drivers are not able to see clearly behind the vehicle for any reason, they should apply the brakes and stop the engine, leave the cab and check behind the vehicle before reversing. In a busy place this precaution may not be enough, because people can move behind a vehicle after the driver has returned to the cab. Segregating pedestrians and vehicles, and improving the ability of the driver to see around the vehicle from the driving position, are more effective ways of improving pedestrian safety during reversing.
