559 CCTV can cover most blind spots. The cost of fitting CCTV systems has<br />

fallen since the technology was first developed, and the systems are also more<br />

reliable. The cost of fitting a system to a vehicle varies with the type of camera,<br />

link and monitor. Companies who have fitted CCTV have found that it can reduce<br />

the number of reversing accidents, and in this way the systems usually pay for<br />

themselves in a few years.<br />

560 Both black-and-white and colour systems are available. Colour systems can<br />

provide a clearer image where there is little contrast (for example, outside on an<br />

overcast day). However, black-and-white systems normally provide a better image<br />

in lower light or darkness, and usually come with infrared systems, which can be<br />

more effective than standard cameras where work happens outside during the<br />

hours of darkness.<br />

561 Monitors should have adjustable contrast, brightness and resolution controls to<br />

make them useful in the different light conditions in which they are likely to be used.<br />

It may be necessary to shield any monitor from glare by using a hood.<br />

562 If possible, the camera for a CCTV system should be fitted in a high position<br />

in the middle of the vehicle’s rear where one camera is being used, or in the upper<br />

corners where two cameras are used. This will provide a better angle for the driver<br />

to judge distance and provide a greater field of vision. It also keeps the camera<br />

clear of a lot of the dust and spray that can make cameras less effective, as well as<br />

usually being out of the reach of thieves or vandals.<br />

563 However, CCTV systems do have the following limitations:<br />

n if vehicles are leaving a darker area to a more strongly lit area (for example,<br />

driving out of a building), the change in the level of brightness can mean that<br />

CCTV systems do not work for a moment as they adjust;<br />

n a dirty lens will make a camera much less effective;<br />

n it can be difficult for drivers to judge heights and distances on CCTV monitors.<br />

564 It is important that using CCTV systems does not lead to drivers being<br />

complacent about <strong>safety</strong>. Operators need to know how to use the equipment<br />

properly, and should be trained in using CCTV systems.<br />

565 Other types of system to improve awareness for both pedestrians and drivers<br />

are available.<br />

566 Alarms such as radar and other devices that sense nearby obstructions are<br />

increasingly being fitted to road-going vehicles as parking aids.<br />
