425 You may need a wheel-clamping scheme (where wheel clamping is legal) or<br />

other measures to enforce parking restrictions on some sites. You should carry out<br />

these measures if somebody parks where they are not supposed to, to make sure<br />

the schemes are effective.<br />

426 If parking is a significant problem, a full survey of parking demand and availability<br />

might be appropriate. A survey of this kind could benefit from the support of<br />

professional engineers.<br />

Department for Transport publication Residential Roads and Footpaths. 15 You<br />

can find more advice about parking for larger vehicles in the Freight Transport<br />

Association <strong>guide</strong> Designing for Deliveries. 8<br />

Loading areas<br />

428 As far as possible, loading and unloading areas should be in safe and suitable<br />

places (for example, next to marshalling areas so that vehicles can be manoeuvred<br />

easily, or near sheeting areas).<br />

429 Wide loading areas will usually need at least two exit points, one at each end.<br />

430 You might also consider a refuge or bolthole, to prevent people from being<br />

struck by vehicles. This could take the place of an extra pedestrian exit in a larger<br />

loading area.<br />

Case study 7<br />

A joiner suffered severe head injuries when he fell from the top of a stack<br />

of timber on the back of a flatbed lorry.<br />

The joiner was helping to unload the delivery when he climbed on top of<br />

a timber stack. While edging along the stack, he lost his footing and fell.<br />

<strong>An</strong> unloading bay with a concrete platform was available to provide safe<br />

access for unloading vehicles, but was not used.<br />
