Vehicle activities (continued)
Are the vehicles braked and stabilised as appropriate, to prevent unsafe
movement during loading and unloading?
Is loading and unloading carried out so that, as far as possible, the load is
spread evenly to prevent the vehicle or trailer from becoming unstable?
Are checks made to make sure that loads are secured and arranged so
that they cannot move about?
Are checks made to make sure that vehicles are not loaded with more
material than they can carry?
Has the need for people to go on the load area of the vehicle been
removed where possible?
12 Check that tipping is carried out safely. For example:
Do visiting drivers report to the site manager for any relevant instructions
before tipping?
Are non-essential staff kept well clear of tipping areas? Yes/No If ‘No’, see paragraph 933
Does tipping happen on ground that is level and stable, and at a place
that is clear of overhead obstructions such as power lines, pipework etc.
Where sites are not level and stable, are the tipping faces safe for vehicles
involved in tipping? For example, are they compacted and with no
significant side slopes?
Are suitably sized wheel stops provided where vehicles need to reverse
before tipping?
Are tailgates secured open before tipping, and removed completely when
necessary?
Do drivers check that their loads are evenly distributed across the vehicle
before tipping?
Are the drivers experienced enough to anticipate loads sticking? Yes/No If ‘No’, see paragraphs
955-960
Do drivers always make sure that the body is completely empty, and drive
no more than a few metres forward to make sure the load is clear?
13 Check that sheeting and unsheeting is carried out safely. For example:
Is sheeting and unsheeting carried out in a safe place, away from passing
traffic and pedestrians and sheltered from strong winds and bad weather?
Are the vehicles parked on level ground, with their parking brakes on and
the ignition key removed?
Are gloves, safety boots and, where necessary, eye and head protection
provided and used?
Is there room for using mechanical sheeting systems to avoid the need for
manual sheeting?
Where manual sheeting is unavoidable, is there a system in place that
avoids the need for a person to climb on the vehicle or load, for example
by sheeting from the ground or by providing a platform from which loads
can be sheeted?
14 Check that coupling and uncoupling is carried out safely. For example:
Is the semi-trailer parking brake always applied before the hoses are
disconnected, instead of using the emergency brakes to secure the
trailer?
Do drivers check that the ground is able to support the semi-trailer and
landing legs before uncoupling?
Are landing legs always fully extended, properly padded and locked in
place as necessary?
