Annex 2: Company survey results<br />

<strong>The</strong> 16 companies covered in <strong>the</strong> survey are leaders in areas<br />

like cathode ray tubes, semic<strong>on</strong>ductors, PCBs, capacitors,<br />

resistors, switches, relays, c<strong>on</strong>nectors, electr<strong>on</strong>ic parts,<br />

materials and EM services. <strong>The</strong>se also represent five areas:<br />

Active, Passive and Electromechanical Comp<strong>on</strong>ents, PCBs and<br />

Electr<strong>on</strong>ic Manufacturing Services. However, given <strong>the</strong> possible<br />

‘producer resp<strong>on</strong>sibility’ <strong>for</strong> e-waste management and recycling,<br />

<strong>the</strong> <str<strong>on</strong>g>report</str<strong>on</strong>g> also tracks OEMs and <strong>the</strong> final good manufacturers.<br />

Various players in <strong>the</strong> supply chain have also been researched.<br />

Analysis and acti<strong>on</strong> plans based <strong>on</strong> industry resp<strong>on</strong>se<br />

Asia Eco-Design Electr<strong>on</strong>ics (AEDE) · 23<br />

<strong>The</strong> survey was also supplemented by factory visits and<br />

interactive sessi<strong>on</strong>s. Input from industry associati<strong>on</strong>s, technical<br />

experts and opini<strong>on</strong> makers have also been incorporated into<br />

findings. Direct and indirect interacti<strong>on</strong> with SMEs made up <strong>for</strong><br />

<strong>the</strong> poor resp<strong>on</strong>se of SMEs to this research. To c<strong>on</strong>clude, <strong>the</strong><br />

participants in <strong>the</strong> survey included reputed MNCs, large <strong>Indian</strong><br />

corporates and a small group of SMEs.<br />

Product/processes Current status & c<strong>on</strong>cerns/gaps Acti<strong>on</strong> plans/capacity building<br />

Recycling Few private initiatives – scattered and <strong>on</strong> low<br />

scale. <strong>The</strong>re exists a large in<strong>for</strong>mal, primitive<br />

recycling activity causing sever damage to<br />

envir<strong>on</strong>ment and health. A nati<strong>on</strong>al funding<br />

mechanism or pricing model <strong>for</strong> recycling<br />

does not exist.<br />

Eco-design A few companies implementing eco-design<br />

– but basically is virtually n<strong>on</strong>-existent at<br />

present. Lack of coordinati<strong>on</strong> between<br />

industry and institutes with government<br />

playing a passive role with no clear future<br />

plans.<br />

Lead free processes Satisfactory awareness but <strong>on</strong>ly few<br />

companies are ready. No c<strong>on</strong>certed<br />

programme from government. Some<br />

good benchmarks exist in <strong>the</strong> industry.<br />

Eliminating ROHS items Barring few, most companies are way<br />

behind and not properly focused <strong>on</strong> RoHS<br />

imperatives. Existing industry benchmarks can<br />

help and <strong>the</strong>re are professi<strong>on</strong>al experts who<br />

can be utilised. Compared to o<strong>the</strong>r nati<strong>on</strong>s,<br />

government in India is way behind. General<br />

industry is reactive.<br />

Capacitors This highly fragmented industry is not<br />

RoHS ready. EMS practices are often<br />

misunderstood. WEEE compliance <strong>for</strong><br />

SMEs unlikely in near future.<br />

Resistors Only very few companies are nearing<br />

compliance and EMS practices are<br />

lagging behind.<br />

Improve infrastructure, strict legislati<strong>on</strong> and<br />

en<strong>for</strong>cement. Ban e-waste and junk imports<br />

as well as open backyard recycling processes<br />

like smelting, etc. Government to define<br />

resp<strong>on</strong>sibilities, incentives and penalties.<br />

Initiate collaborative work with industryacademia-government.<br />

Eco-design work<br />

<strong>for</strong> major electr<strong>on</strong>ic products could begin<br />

<strong>on</strong> a project basis at <strong>the</strong> nati<strong>on</strong>al level.<br />

Product life cycle management and demanufacturing<br />

to be given priority.<br />

Make standard processes available and<br />

provide testing and o<strong>the</strong>r infrastructure to<br />

bring down compliance cost <strong>for</strong> lead free<br />

process. Focus <strong>on</strong> SMEs and use existing<br />

Immediate RoHS legislati<strong>on</strong>, en<strong>for</strong>cement<br />

and support needed from government. Pool<br />

of technical professi<strong>on</strong>als <strong>for</strong> training required.<br />

Standardised processes <strong>for</strong> SMEs to be<br />

developed. In<strong>for</strong>mati<strong>on</strong> and awareness<br />

programmes needed.<br />

Few good industry leaders can offer good<br />

benchmark <strong>for</strong> EMS including RoHS and<br />

WEEE compliances. Government support<br />

and training as well as infrastructure needed.<br />

Those nearing compliance can associate<br />

with o<strong>the</strong>rs in <strong>the</strong> industry. Government<br />

support and standardised processes can<br />

help immensely.
