4.2 Technical needs<br />

Major gaps<br />

f While most companies focus <strong>on</strong> c<strong>on</strong>tinuous improvement<br />

(which are more incremental in nature than substantive<br />

improvements), <strong>the</strong>re is a very large gap in terms of recycling,<br />

remanufacturing, and dismantling abilities. Hence, recycling<br />

will pose a huge operati<strong>on</strong>al and cost burden <strong>for</strong> companies.<br />

<strong>The</strong> problem is fur<strong>the</strong>r compounded by <strong>the</strong> virtual absence of<br />

a life cycle approach and government support <strong>for</strong> recycling.<br />

f <strong>The</strong>re is no c<strong>on</strong>certed drive in <strong>Indian</strong> industry towards lead<br />

free manufacturing and <strong>the</strong> technological gap in this area<br />

could be a severe c<strong>on</strong>cern with <strong>the</strong> EU RoHS Directive which<br />

came into effect <strong>on</strong> 1 July 2006.<br />

f <strong>The</strong>re is also a capacity gap in recycling technologies <strong>for</strong><br />

plastics, some metals as well as chemicals. Recycling needs<br />

to be established as an organised business in India which<br />

works within envir<strong>on</strong>mental norms.<br />

Needs<br />

f Understanding and tracking all relevant legislati<strong>on</strong>s and<br />

<strong>the</strong>ir implicati<strong>on</strong>s<br />

f Creating technical infrastructure and support systems (<strong>for</strong><br />

eco-design, recycling, e-waste collecti<strong>on</strong>, treatment and<br />

disposal, etc.)<br />

f Training industry <strong>on</strong> cleaner process technologies and<br />

transfer of knowledge.<br />

f Creating new technical institutes and identifying some<br />

existing <strong>on</strong>es <strong>for</strong> leading technical aspects of <strong>the</strong> envir<strong>on</strong>ment<br />

movement involving all stakeholders – industry, professi<strong>on</strong>als,<br />

shop floor workers, researchers, NGOs, e-waste<br />

management agencies and governments. All stakeholders<br />

need to be assigned well-defined resp<strong>on</strong>sibilities and made<br />

accountable <strong>for</strong> acti<strong>on</strong>s.<br />

f Training <strong>on</strong> operati<strong>on</strong>al aspects like product design,<br />

re-design, tooling and re-tooling, new materials and<br />

processes, product testing facilities and validati<strong>on</strong>.<br />

f Collecting and communicating life cycle related in<strong>for</strong>mati<strong>on</strong><br />

including <strong>on</strong> EuP and o<strong>the</strong>r technical requirements such as<br />

energy management, labour standards.
