Thail<strong>and</strong> <strong>and</strong> Malaysia are <strong>the</strong> lead<strong>in</strong>g <strong>countries</strong> <strong>of</strong> <strong>the</strong> region where participation rate are more<br />

than 44.6% <strong>and</strong> 36.5% respectively. Dur<strong>in</strong>g <strong>the</strong> last decade <strong>the</strong> participation rate <strong>in</strong> all <strong>countries</strong><br />

saw a rapid <strong>in</strong>crease except that <strong>of</strong> <strong>the</strong> Philipp<strong>in</strong>es where <strong>the</strong> value for this <strong>in</strong>dicator decreased by<br />

1.4% but at <strong>the</strong> same time school life expectancy <strong>in</strong>creased by half year. Cambodia <strong>and</strong> Lao<br />

PDR have <strong>the</strong> lowest GER at tertiary level but <strong>the</strong>se <strong>countries</strong> have shown <strong>the</strong> highest growth<br />

dur<strong>in</strong>g last two decades; 300% <strong>and</strong> 230% respectively.<br />
