<strong>in</strong>stitutions, f<strong>in</strong>anc<strong>in</strong>g <strong>and</strong> fund<strong>in</strong>g <strong>education</strong> sector, provid<strong>in</strong>g tangible <strong>and</strong> <strong>in</strong>tangible resources,<br />

devot<strong>in</strong>g human resources, <strong>in</strong>telligence <strong>and</strong> energies, <strong>in</strong>vest<strong>in</strong>g knowledge to produce new<br />

knowledge, preserv<strong>in</strong>g knowledge for tomorrow, encourag<strong>in</strong>g <strong>and</strong> motivat<strong>in</strong>g members <strong>of</strong> <strong>the</strong><br />

society to acquire knowledge, reward<strong>in</strong>g those who have acquired competencies <strong>and</strong> knowledge,<br />

collaborat<strong>in</strong>g with o<strong>the</strong>rs for <strong>the</strong> development <strong>and</strong> democratization <strong>of</strong> <strong>education</strong>, <strong>and</strong> many more<br />

o<strong>the</strong>r endeavors.<br />

4.4 Education <strong>in</strong> Asia<br />

In 1948 <strong>the</strong> UN General Assembly adopted <strong>the</strong> Universal Declaration <strong>of</strong> Human Rights that<br />

gives “everyone right to <strong>education</strong>”. In 1990, after 42 years <strong>of</strong> <strong>the</strong> adoption, 106 million children,<br />

960 million adults were without basic literacy. In that year UNESCO, World Bank, UNICEF <strong>and</strong><br />

UNDP jo<strong>in</strong>tly organized <strong>the</strong> World Conference on Education for All (EFA) <strong>in</strong> Jomtien Thail<strong>and</strong>.<br />

In this congregation <strong>the</strong> representatives <strong>of</strong> <strong>the</strong> states ensured <strong>the</strong>ir commitment, cooperation, <strong>and</strong><br />

result oriented action to achieve “<strong>education</strong> for all”. S<strong>in</strong>ce <strong>the</strong>n member states <strong>and</strong> IGOs were<br />

play<strong>in</strong>g <strong>the</strong>ir active <strong>role</strong> hence a significant progress was seen <strong>and</strong> by 2008, out <strong>of</strong> school<br />

children had fallen to 67 million <strong>and</strong> adult illiterate was 770 (Richmond, Rob<strong>in</strong>son, & Sachs-<br />

Israel, 2008). Accord<strong>in</strong>g to UNESCO EFA report some 43% <strong>of</strong> out-<strong>of</strong>-school children live <strong>in</strong><br />

sub-Saharan Africa <strong>and</strong> ano<strong>the</strong>r 27% <strong>in</strong> South <strong>and</strong> West Asia. Half <strong>of</strong> <strong>the</strong> world‟s out-<strong>of</strong>-school<br />

children live <strong>in</strong> just fifteen <strong>countries</strong> <strong>and</strong> six <strong>of</strong> <strong>the</strong>m are <strong>Asian</strong> <strong>countries</strong> where more than 17<br />

million children are out <strong>of</strong> school. More than 21% <strong>of</strong> <strong>the</strong>se out <strong>of</strong> school children live <strong>in</strong> South<br />

Asia only.<br />
