3.5 Game <strong>the</strong>ory <strong>and</strong> IGOs<br />

The <strong>in</strong>creased number <strong>of</strong> IOs <strong>and</strong> <strong>the</strong>ir enhanced <strong>in</strong>fluence over national <strong>and</strong> <strong>in</strong>ternational<br />

policies <strong>of</strong> <strong>the</strong> states have made <strong>the</strong> state-IGOs relations more complex <strong>and</strong> <strong>the</strong> cooperation<br />

process more challeng<strong>in</strong>g. Be<strong>in</strong>g significant <strong>in</strong>ternational players <strong>the</strong> states <strong>and</strong> <strong>the</strong> IGOs play<br />

different strategic games <strong>in</strong> which <strong>the</strong> level <strong>and</strong> effectiveness <strong>of</strong> state-IGOs <strong>and</strong> sate-state<br />

cooperation or coord<strong>in</strong>ation varies <strong>in</strong> different situations. Though IGOs‟ participation <strong>in</strong> <strong>the</strong><br />

development <strong>and</strong> promotion <strong>of</strong> <strong>education</strong> is <strong>the</strong>re for <strong>the</strong> last many decades, <strong>the</strong>ir active<br />

participation <strong>in</strong> higher <strong>education</strong> sub-sector is a recent phenomenon. The recent <strong>in</strong>crease, at<br />

national <strong>and</strong> <strong>in</strong>ternational levels, <strong>in</strong> <strong>the</strong> dem<strong>and</strong> <strong>of</strong> <strong>and</strong> new developments <strong>in</strong> <strong>the</strong> higher <strong>education</strong><br />

requires more effective l<strong>in</strong>kage among states <strong>and</strong> IGOs to meet <strong>the</strong>se challenges. The Game<br />

<strong>the</strong>ory has proved itself as a useful tool to study complex process <strong>of</strong> IGO-state relations <strong>and</strong><br />

effectiveness. Game <strong>the</strong>ory is applied side <strong>of</strong> ma<strong>the</strong>matics used to model strategic situations<br />

based on available set <strong>of</strong> choices.<br />

3.5.1 Study<strong>in</strong>g IGOs through Game <strong>the</strong>ory<br />

Game <strong>the</strong>ory is a rational side <strong>of</strong> social sciences that is based on ma<strong>the</strong>matical method <strong>of</strong><br />

decision-mak<strong>in</strong>g <strong>in</strong> which a competitive situation is analyzed to determ<strong>in</strong>e <strong>the</strong> optimal course <strong>of</strong><br />

action for an <strong>in</strong>terested party (The American Heritag Dictionary, 2009). This <strong>the</strong>ory helps to<br />

foresee <strong>and</strong> expla<strong>in</strong> <strong>the</strong> actions <strong>of</strong> all agents or actors or players engaged <strong>in</strong> a situation. It is<br />

applied <strong>in</strong> decision mak<strong>in</strong>g <strong>and</strong> <strong>in</strong> solv<strong>in</strong>g social <strong>and</strong> ethical dilemmas. In Game <strong>the</strong>ory,<br />

basically, a Game is a situation where players are aware that <strong>the</strong>ir actions <strong>in</strong>fluence each o<strong>the</strong>r<br />

<strong>and</strong> every game has a set <strong>of</strong> strategies <strong>and</strong> pay<strong>of</strong>fs for each player or participant. These pay<strong>of</strong>fs<br />

depend on both <strong>the</strong> choices made by <strong>the</strong>m. The game <strong>the</strong>ory helps to f<strong>in</strong>d equilibrium <strong>in</strong> an<br />

actual or a virtual situation where each actor adopts strategies depend<strong>in</strong>g on its <strong>role</strong>. Game<br />

<strong>the</strong>orists have developed many equilibrium concepts to capture <strong>the</strong> idea <strong>of</strong> <strong>in</strong>teraction <strong>in</strong> a game<br />

i.e. <strong>the</strong> Nash equilibrium, Strong Nash equilibrium, Proper equilibrium, Quasi-perfect<br />

equilibrium, Epsilon-equilibrium, Correlated equilibrium, Sequential equilibrium, Self-<br />

confirm<strong>in</strong>g equilibrium <strong>and</strong> evolutionarily stable strategy.<br />

The Game <strong>the</strong>ory comprised <strong>of</strong> many types <strong>of</strong> games, which can be helpful to underst<strong>and</strong> moves<br />

<strong>and</strong> action players or agents. These games are <strong>of</strong> different types <strong>and</strong> it <strong>in</strong>cludes: Cooperative or<br />

non-cooperative games; symmetric <strong>and</strong> asymmetric games; zero-sum <strong>and</strong> non zero-sum games;
