3.3.3.1 General term<strong>in</strong>ologies<br />

Some governmental or non-governmental organizations use <strong>the</strong> terms such as federation,<br />

association, society, bro<strong>the</strong>rhood, league etc. In each case this may mean an organization <strong>of</strong><br />

<strong>in</strong>dividuals or an organization <strong>of</strong> national organizations. For example; The International<br />

Federation <strong>of</strong> Association Football, Association <strong>of</strong> South East <strong>Asian</strong> Nations, Society for<br />

International Development, Bro<strong>the</strong>rhood <strong>of</strong> <strong>Asian</strong> Trade Unionists, League <strong>of</strong> Arab States,<br />

European Broadcast<strong>in</strong>g Union<br />

3.3.3.2 Treaty related terms<br />

Intergovernmental organizations are based upon an <strong>in</strong>ternational treaty or agreement but <strong>in</strong> some<br />

cases <strong>the</strong> word treaty is embodied <strong>in</strong>to <strong>the</strong> name <strong>of</strong> <strong>the</strong> organization. For example, General<br />

Agreement on Tariffs <strong>and</strong> Trade (GATT) <strong>and</strong> North Atlantic Treaty Organization (NATO)<br />

Similarly <strong>in</strong>ternational courts <strong>and</strong> tribunals are also a type <strong>of</strong> IOs, for example, International<br />

Court <strong>of</strong> Justice (ICJ), European Court <strong>of</strong> Human Rights, Nuclear Energy Tribunal.<br />

The groups governed by treaty provision are also considered as <strong>in</strong>ternational organizations. Like,<br />

United Nations Security Council, Allied Control Authority for Germany, East Caribbean Central<br />

Bank<br />

3.3.3.3 Conference<br />

Sometimes <strong>the</strong> <strong>in</strong>ternational bodies‟ names are derived from <strong>the</strong> pr<strong>in</strong>cipal reunion <strong>in</strong> which <strong>the</strong>ir<br />

members participate, <strong>and</strong> an organization may take different terms <strong>in</strong> <strong>the</strong>ir <strong>of</strong>ficial titles:<br />

conference, forum, congress, assembly, commission. i.e. European Conference <strong>of</strong> M<strong>in</strong>isters <strong>of</strong><br />

Transport, Conference for <strong>the</strong> Regions <strong>of</strong> North West Europe, World Assembly <strong>of</strong> Youth,<br />

European Atomic Forum <strong>and</strong> United Nations Atomic Energy Commission<br />

Organizations with such nomenclature share one th<strong>in</strong>g common that a fully representative <strong>and</strong><br />

sovereign body may thus meet periodically <strong>and</strong> take decisions <strong>and</strong> def<strong>in</strong>e <strong>the</strong> policy <strong>of</strong> <strong>the</strong><br />

organization but a conference may not constitute an organization <strong>in</strong> its own.<br />

3.3.3.4 Council<br />

A general conference may elect or appo<strong>in</strong>t a govern<strong>in</strong>g council, which acts govern<strong>in</strong>g body.<br />

Relative to <strong>the</strong> executive body, a council is larger <strong>and</strong> representative <strong>of</strong> <strong>the</strong> general conference. A
