1.3.5 Scope <strong>of</strong> <strong>the</strong> study<br />

This study covers <strong>the</strong> programs launched, projects implemented <strong>and</strong> assistance extended by<br />

<strong>in</strong>tergovernmental organizations, UNESCO, <strong>the</strong> World Bank <strong>and</strong> OECD, to twenty three selected<br />

<strong>Asian</strong> <strong>countries</strong>. This study br<strong>in</strong>gs under consideration three selected organizations‟ <strong>role</strong>s <strong>in</strong> <strong>the</strong><br />

development <strong>of</strong> higher <strong>education</strong> <strong>and</strong> <strong>in</strong> <strong>the</strong> development <strong>of</strong> capacity <strong>and</strong> quality. This study will<br />

be helpful for <strong>education</strong>alist, policy makers, donor bodies, IGOs, NGOs, teachers, students <strong>and</strong><br />

scholars <strong>in</strong> <strong>the</strong> field <strong>of</strong> comparative <strong>education</strong>, economics <strong>of</strong> <strong>education</strong>, development economics,<br />

<strong>in</strong>ternational relations, political science <strong>and</strong> organizational studies.<br />

1.4 Sett<strong>in</strong>g Parameters<br />

While conduct<strong>in</strong>g <strong>the</strong> research study <strong>the</strong> researcher had to face/set some limitation <strong>and</strong><br />

delimitation, which helped <strong>in</strong> def<strong>in</strong><strong>in</strong>g <strong>the</strong> work<strong>in</strong>g boundaries for this study. The researcher had<br />

def<strong>in</strong>ed <strong>the</strong> follow<strong>in</strong>g parameters to this study.<br />

1.4.1 Limitations <strong>of</strong> <strong>the</strong> study<br />

This research study was an attempt to show how IGOs are assist<strong>in</strong>g <strong>Asian</strong> <strong>countries</strong> <strong>in</strong> <strong>the</strong><br />

development <strong>of</strong> higher <strong>education</strong>. The researcher was <strong>in</strong>terested <strong>in</strong> apply<strong>in</strong>g statistical method to<br />

drive <strong>in</strong>ferences but non availability <strong>of</strong> detailed data on efficiency <strong>and</strong> effectiveness <strong>of</strong> <strong>the</strong> IGOs‟<br />

projects <strong>and</strong> programs set a limit. So <strong>the</strong> researcher used a Mixed Model. The research on IGOs‟<br />

<strong>role</strong> is composite, extensive <strong>and</strong> long-term process. As multiple players are <strong>in</strong>volved, at <strong>the</strong> same<br />

time, to achieve set goals so it is difficult to attribute achievement to any s<strong>in</strong>gle player. There is a<br />

lack <strong>of</strong> well def<strong>in</strong>ed measureable <strong>in</strong>dicators <strong>in</strong> <strong>the</strong> evaluation <strong>of</strong> organizations‟ <strong>role</strong>. So <strong>the</strong><br />

researcher had to rely ma<strong>in</strong>ly on some measurable variables.<br />

1.4.2 Delimitations set to <strong>the</strong> study<br />

Study<strong>in</strong>g only one program <strong>of</strong> an IGO <strong>in</strong> a s<strong>in</strong>gle country dem<strong>and</strong>s a great deal <strong>of</strong> time, resources<br />

<strong>and</strong> data. When we say <strong>role</strong> <strong>of</strong> <strong>the</strong> three selected IGOs <strong>in</strong> <strong>Asian</strong> higher <strong>education</strong> <strong>the</strong>n it means<br />

hundreds <strong>of</strong> programs <strong>and</strong> projects launched by <strong>the</strong>se IGOs <strong>in</strong> forty eight <strong>Asian</strong> <strong>countries</strong>.<br />

Certa<strong>in</strong>ly it is not only difficult but impossible for a s<strong>in</strong>gle researcher to accomplish such a huge
