Hypo<strong>the</strong>sis H3 has been put <strong>in</strong> place to po<strong>in</strong>t out <strong>and</strong> study different human capital development<br />

<strong>in</strong>itiatives taken by <strong>the</strong> IGOs <strong>in</strong> order to develop <strong>the</strong> capacity <strong>of</strong> <strong>the</strong> <strong>countries</strong> <strong>in</strong> <strong>the</strong> field <strong>of</strong><br />

<strong>education</strong>. It <strong>in</strong>cludes all those activities that help higher <strong>education</strong> sector directly <strong>and</strong> <strong>in</strong>directly,<br />

i.e. tra<strong>in</strong><strong>in</strong>g programs, scholarships, tool kits for different stakeholders, publications, reports,<br />

<strong>countries</strong> data <strong>and</strong> <strong>in</strong>formation, conferences, workshops, sem<strong>in</strong>ars, universities networks etc.<br />

Hypo<strong>the</strong>sis H4 attempts to identify <strong>and</strong> explore <strong>the</strong> technical <strong>and</strong> f<strong>in</strong>ancial assistance given by<br />

<strong>the</strong> IGOs to develop, grow <strong>and</strong> exp<strong>and</strong> higher <strong>education</strong> sector <strong>in</strong> <strong>the</strong> selected <strong>Asian</strong> <strong>countries</strong>.<br />

These hypo<strong>the</strong>ses were tested <strong>in</strong> <strong>the</strong> presence <strong>of</strong> qualitative <strong>and</strong> quantitative evidence that was<br />

drawn from different <strong>in</strong>dicators. The brief description <strong>of</strong> <strong>the</strong> <strong>in</strong>dicators has also been tabulated.<br />

1.3 Model <strong>and</strong> Methodology<br />

To address <strong>the</strong> above given research questions, a methodological strategy was developed that<br />

was based on an empirical <strong>in</strong>quiry <strong>of</strong> <strong>the</strong> IGOs <strong>role</strong> by study<strong>in</strong>g <strong>the</strong> <strong>role</strong> <strong>of</strong> UNESCO, OECD<br />

<strong>and</strong> <strong>the</strong> World Bank, <strong>the</strong> three major IGOs, which claim to be work<strong>in</strong>g for <strong>the</strong> development <strong>of</strong><br />

<strong>education</strong> <strong>in</strong>clud<strong>in</strong>g higher <strong>education</strong>. There can be several ways to study <strong>and</strong> assess <strong>the</strong> <strong>role</strong> <strong>of</strong><br />

IGOs. S<strong>in</strong>ger & Wallace, has proposed <strong>and</strong> applied a method that is based on content analysis, it<br />

<strong>in</strong>cludes; organizational records, statements, <strong>in</strong>tergovernmental memor<strong>and</strong>a, diplomatic<br />

correspondence, conferences etc. (S<strong>in</strong>ger & Wallace, 1970). This research is “explanatory” <strong>in</strong><br />

nature as it attempts to expla<strong>in</strong> <strong>the</strong> IGOs‟ <strong>role</strong> by answer<strong>in</strong>g <strong>the</strong> questions what, how <strong>and</strong> why?<br />

This research is more extensive than <strong>in</strong>tensive <strong>in</strong> nature as its procedural characteristics <strong>in</strong>clude<br />

multiple variables <strong>and</strong> different sources <strong>of</strong> evidences. This work also <strong>in</strong>cludes different<br />

<strong>the</strong>oretical propositions that work as guid<strong>in</strong>g pr<strong>in</strong>ciples throughout <strong>the</strong> study.<br />

1.3.1 Model design<br />

The research Model for this study is nei<strong>the</strong>r purely a quantitative nor qualitative but a Mixed<br />

Design that is base on both <strong>in</strong>formation <strong>and</strong> data: numbers <strong>and</strong> statistics, <strong>and</strong> as well as<br />

systematic observations to expla<strong>in</strong> <strong>the</strong> <strong>role</strong> <strong>of</strong> IGOs <strong>in</strong> <strong>the</strong> development <strong>of</strong> higher <strong>education</strong> <strong>in</strong> <strong>the</strong><br />

Asia. These case studies are designed to <strong>in</strong>vestigate, explore <strong>and</strong> report evidences systematically<br />

<strong>and</strong> unlike statistical research <strong>the</strong> purpose is to generalize to <strong>the</strong>oretical propositions not to<br />

population. An attempt has been made to rema<strong>in</strong> focused <strong>and</strong> po<strong>in</strong>ted on <strong>the</strong> problem by limit<strong>in</strong>g
