Tertiary <strong>education</strong> is <strong>education</strong> provided at ISCED level 5 <strong>and</strong> 6, usually at university.<br />
Programs at <strong>the</strong>se levels require completion <strong>of</strong> entrance <strong>education</strong> <strong>and</strong> at <strong>the</strong> end <strong>of</strong> <strong>the</strong> program<br />
degree is awarded. The duration <strong>of</strong> tertiary <strong>education</strong> can range from one year to several years.<br />
Society<br />
The def<strong>in</strong>ition <strong>of</strong> civil society is <strong>the</strong> subject <strong>of</strong> much debate. In <strong>the</strong> context <strong>of</strong> EFA, civil society<br />
can be understood as all non-governmental <strong>and</strong> non-pr<strong>of</strong>it groups <strong>and</strong> associations <strong>in</strong>volved <strong>in</strong><br />
<strong>the</strong> <strong>education</strong> for all drive. It embraces NGOs <strong>and</strong> campaign networks, teacher unions <strong>and</strong><br />
religious organizations, community associations <strong>and</strong> research networks, parents 'associations <strong>and</strong><br />
pr<strong>of</strong>essional bodies, student groups, social movements <strong>and</strong> o<strong>the</strong>rs.<br />
Youth literacy rate is <strong>the</strong> number <strong>of</strong> persons aged 15 to 24 years who can both read <strong>and</strong> write<br />
with underst<strong>and</strong><strong>in</strong>g a short simple statement on <strong>the</strong>ir everyday life, divided by <strong>the</strong> population <strong>in</strong><br />
that age group. Generally, „literacy‟ also encompasses „numeracy‟, <strong>the</strong> ability to make simple<br />
arithmetic calculations.<br />
