that <strong>the</strong> holder has successfully completed a course <strong>of</strong> study <strong>and</strong> qualifies him or her ei<strong>the</strong>r to<br />

cont<strong>in</strong>ue to a fur<strong>the</strong>r stage <strong>of</strong> study or to practice a pr<strong>of</strong>ession not requir<strong>in</strong>g fur<strong>the</strong>r special<br />

preparation.<br />

Partial studies means any homogeneous fraction <strong>of</strong> a course at <strong>the</strong> first stage or at more advanced<br />

stages <strong>of</strong> higher studies that has been evaluated <strong>and</strong> au<strong>the</strong>nticated <strong>and</strong>, while not a complete<br />

course <strong>in</strong> itself, can be equated with a significant acquisition <strong>of</strong> knowledge or skill.<br />

Policy reform is a process <strong>in</strong> which changes are made to <strong>the</strong> formal “rules <strong>of</strong> <strong>the</strong> game” –<br />

<strong>in</strong>clud<strong>in</strong>g laws, regulations <strong>and</strong> <strong>in</strong>stitutions – to address a problem or achieve a goal such as<br />

economic growth, environmental protection or poverty alleviation. (OECD)<br />

Poor <strong>countries</strong> are those <strong>countries</strong> which have GNI per capita below US$1,165 (for 2011) are<br />

called poor <strong>countries</strong>. (The World Bank)<br />

Program: A program is a set <strong>of</strong> multiple projects that are managed <strong>and</strong> coord<strong>in</strong>ated as one unit<br />

with <strong>the</strong> objective <strong>of</strong> achiev<strong>in</strong>g (<strong>of</strong>ten <strong>in</strong>tangible) outcomes <strong>and</strong> benefits for <strong>the</strong> organization.<br />

Project: A project is a temporary entity established to deliver specific (<strong>of</strong>ten tangible) outputs <strong>in</strong><br />

l<strong>in</strong>e with predef<strong>in</strong>ed time, cost <strong>and</strong> quality constra<strong>in</strong>ts.<br />

Recognition' <strong>of</strong> a foreign qualification <strong>in</strong> higher <strong>education</strong> means its acceptance by <strong>the</strong><br />

competent authorities <strong>of</strong> <strong>the</strong> State concerned (whe<strong>the</strong>r <strong>the</strong>y be governmental or non-<br />

governmental) as entitl<strong>in</strong>g its holder to be considered under <strong>the</strong> same conditions as those hold<strong>in</strong>g<br />

a comparable qualification awarded <strong>in</strong> that State <strong>and</strong> deemed comparable, for <strong>the</strong> purposes <strong>of</strong><br />

access to or fur<strong>the</strong>r pursuit <strong>of</strong> higher <strong>education</strong> studies, participation <strong>in</strong> research, <strong>the</strong> practice <strong>of</strong> a<br />

pr<strong>of</strong>ession if this does not require <strong>the</strong> pass<strong>in</strong>g <strong>of</strong> exam<strong>in</strong>ations or fur<strong>the</strong>r special preparation, or<br />

all <strong>the</strong> forego<strong>in</strong>g, accord<strong>in</strong>g to <strong>the</strong> scope <strong>of</strong> <strong>the</strong> recognition.<br />

Recognition' <strong>of</strong> a foreign certificate <strong>of</strong> secondary <strong>education</strong> for <strong>the</strong> purpose <strong>of</strong> undertak<strong>in</strong>g<br />

studies at <strong>the</strong> higher level means its acceptance by <strong>the</strong> competent authorities <strong>of</strong> <strong>the</strong> State<br />

concerned as entitl<strong>in</strong>g its holder to be considered for admission to its higher <strong>education</strong><br />

<strong>in</strong>stitutions under <strong>the</strong> same conditions as <strong>the</strong> holder <strong>of</strong> a comparable qualification or certificate<br />

awarded <strong>in</strong> that State.<br />

Recognition' <strong>of</strong> a foreign qualification or <strong>of</strong> a foreign certificate <strong>of</strong> partial studies <strong>of</strong> higher<br />

<strong>education</strong> means acceptance by <strong>the</strong> competent authorities <strong>of</strong> <strong>the</strong> State concerned that <strong>the</strong> holder<br />

is entitled to be considered for fur<strong>the</strong>r studies at its higher <strong>education</strong> <strong>and</strong> research <strong>in</strong>stitutions
