These hypo<strong>the</strong>ses are general <strong>in</strong> nature <strong>and</strong> valid for <strong>the</strong> three IGOs separately as well. Each<br />

hypo<strong>the</strong>sis focuses on particular aspect <strong>of</strong> IGOs‟ <strong>role</strong> <strong>and</strong> has been designed to dig out specific<br />

<strong>in</strong>formation. For example hypo<strong>the</strong>sis H1 addresses <strong>the</strong> problem how IGOs are approach<strong>in</strong>g<br />

higher <strong>education</strong> by study<strong>in</strong>g <strong>the</strong> <strong>in</strong>itiatives for policy reforms, such <strong>in</strong>itiatives my <strong>in</strong>clude<br />

conventions, declarations <strong>and</strong> o<strong>the</strong>r bilateral or multilateral legal or b<strong>in</strong>d<strong>in</strong>g documents.<br />

Hypo<strong>the</strong>sis H2 is <strong>the</strong>re to study which programs <strong>and</strong> projects IGOs have launched to support <strong>and</strong><br />

develop higher <strong>education</strong>. These programs <strong>and</strong> projects may be <strong>of</strong> varied nature <strong>and</strong> types i.e.<br />

Education for All by UNESCO, AHELO by OECD <strong>and</strong> different development programs started<br />

by <strong>the</strong> World Bank.<br />
