The ma<strong>in</strong> goal <strong>of</strong> this research is to study, <strong>in</strong> <strong>the</strong> presence <strong>of</strong> empirical evidence, <strong>the</strong> <strong>role</strong> <strong>of</strong> IGOs<br />

<strong>in</strong> <strong>the</strong> development <strong>of</strong> higher <strong>education</strong> <strong>in</strong> Asia. The researcher explores three major IGOs, <strong>the</strong><br />

World Bank, UNESCO <strong>and</strong> OECD, which are globally engaged <strong>in</strong> <strong>education</strong> sector <strong>in</strong>clud<strong>in</strong>g<br />

higher sub-sector <strong>in</strong> all parts <strong>of</strong> <strong>the</strong> world. The IGOs <strong>in</strong>cluded <strong>in</strong> this study represent three<br />

diverse classes <strong>of</strong> organizations: <strong>the</strong> World Bank- lend<strong>in</strong>g agency, gives loans for development;<br />

UNESCO- promotes peace through <strong>education</strong>; OECD – works for cooperation <strong>in</strong> economic<br />

development.
