universities. State <strong>and</strong> <strong>in</strong>stitutions are <strong>in</strong>troduc<strong>in</strong>g reforms <strong>in</strong> <strong>the</strong>ir capacity to meet <strong>the</strong><br />

<strong>in</strong>ternational st<strong>and</strong>ards, to compete <strong>in</strong> <strong>the</strong> <strong>in</strong>ternational market <strong>and</strong> ultimately to br<strong>in</strong>g socio-<br />

economic development.<br />

South Korea<br />

In South Korea <strong>education</strong>al reform became part <strong>of</strong> a broad system <strong>of</strong> efforts to build an<br />

<strong>in</strong>stitutional basis for reforms <strong>in</strong> 1980s, <strong>the</strong> Presidential Commission for Education Reform<br />

was constituted <strong>in</strong> 1985 <strong>and</strong> later on it was renamed <strong>the</strong> Presidential Advisory Committee on<br />

Education Policy (IAU 2011). As a result <strong>of</strong> 1980s‟ reforms participation rate at all levels<br />

<strong>in</strong>creased <strong>and</strong> <strong>education</strong> <strong>in</strong>stitutions grew at a spectacular rate. The Commission on Education<br />

proposed many reforms <strong>in</strong> <strong>education</strong> sector at all levels that were <strong>in</strong>troduced <strong>and</strong> implemented<br />

dur<strong>in</strong>g 1990s. These reforms focused restructur<strong>in</strong>g <strong>the</strong> <strong>education</strong>al system, enhanc<strong>in</strong>g<br />

accessibility, promot<strong>in</strong>g science <strong>and</strong> research, <strong>and</strong> support<strong>in</strong>g use <strong>of</strong> new <strong>in</strong>formation <strong>and</strong><br />

communication technologies <strong>in</strong> <strong>education</strong>. At secondary school level rank<strong>in</strong>g system based on<br />

students‟ quality has been abolished <strong>in</strong> public <strong>and</strong> private sectors.<br />

In order to implement <strong>the</strong> reforms effectively different laws were carved or amended: “<strong>the</strong> Social<br />

Education Law was reformulated <strong>in</strong>to <strong>the</strong> Lifelong Education Law <strong>in</strong> 1999, <strong>and</strong> <strong>the</strong> Law for<br />

Promotion <strong>of</strong> Vocational Education <strong>and</strong> Tra<strong>in</strong><strong>in</strong>g <strong>and</strong> <strong>the</strong> Basic Qualification Law were enacted.<br />

In order to facilitate identify<strong>in</strong>g gifted children who will play a vital <strong>role</strong> <strong>in</strong> national<br />

development, <strong>the</strong> Law for Promot<strong>in</strong>g Education <strong>of</strong> <strong>the</strong> Gifted was promulgated <strong>in</strong> 2000.<br />

The Fundamental Law <strong>of</strong> Human Resource Development was enacted on August 2002” (IAU<br />

2011). These legal steps helped to align <strong>education</strong> system with <strong>the</strong> socio-economic development.<br />

The major objective, beh<strong>in</strong>d <strong>the</strong>se <strong>in</strong>itiatives, was to transform <strong>the</strong> mass manufactur<strong>in</strong>g system<br />

<strong>and</strong> <strong>the</strong> labor-<strong>in</strong>tensive <strong>in</strong>dustrial structure <strong>of</strong> <strong>the</strong> past <strong>in</strong>to one based on knowledge <strong>and</strong><br />

technology, <strong>and</strong> that is responsive to <strong>the</strong> chang<strong>in</strong>g societal needs. These reforms resulted <strong>in</strong> a<br />

flexible, modern, autonomous <strong>and</strong> student centered system <strong>education</strong> where equity, diversity,<br />

quality, <strong>in</strong>novation, <strong>and</strong> transparency.<br />

Recent reforms <strong>in</strong> Korea focused on <strong>the</strong> restructur<strong>in</strong>g <strong>and</strong> competition through economic<br />

<strong>in</strong>centives, learner centered f<strong>in</strong>anc<strong>in</strong>g <strong>of</strong> <strong>education</strong>al <strong>in</strong>stitutions, l<strong>in</strong>k<strong>in</strong>g higher <strong>education</strong><br />

<strong>in</strong>stitutions with <strong>the</strong> labor market through <strong>in</strong>formation, streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> relations, network<strong>in</strong>g <strong>of</strong><br />

<strong>education</strong>al <strong>in</strong>stitutions <strong>and</strong> employers, <strong>in</strong>ternationalization <strong>of</strong> pr<strong>of</strong>essional programs, enhanced
