The Independent Evaluation Group (IEG) is a unit with<strong>in</strong> <strong>the</strong> World Bank Group, responsible for<br />

<strong>the</strong> evaluation <strong>of</strong> projects <strong>and</strong> study<strong>in</strong>g results <strong>and</strong> outcomes <strong>of</strong> <strong>the</strong> programs. The IEG has<br />

conducted 26 evaluation studies <strong>of</strong> <strong>the</strong> Bank‟s projects <strong>in</strong> different fields <strong>in</strong> Asia, only two <strong>of</strong><br />

<strong>the</strong>m are on <strong>Asian</strong> higher <strong>education</strong>. Accord<strong>in</strong>g to IEG‟s <strong>the</strong>se evaluation reports most <strong>of</strong> <strong>the</strong><br />

World Bank‟s tertiary <strong>education</strong> projects performed poorly <strong>in</strong> low-<strong>in</strong>come <strong>countries</strong>: 66% <strong>of</strong> <strong>the</strong><br />

projects failed to achieve <strong>the</strong> goals to <strong>in</strong>crease enrollment. Similarly only 10% <strong>of</strong> <strong>the</strong> projects<br />

achieved <strong>the</strong> objectives <strong>of</strong> equitable access <strong>of</strong> poor or disadvantaged students <strong>and</strong> likewise most<br />

<strong>of</strong> <strong>the</strong> Bank‟s project on quality improvement could not help improve teach<strong>in</strong>g methods, student<br />

learn<strong>in</strong>g, or labor market outcomes. But Bank‟s many projects were successful <strong>in</strong> improv<strong>in</strong>g <strong>the</strong><br />

management <strong>and</strong> plann<strong>in</strong>g through establish<strong>in</strong>g networks <strong>and</strong> support<strong>in</strong>g shared facility models.
