South East Asia where <strong>the</strong> Bank provided US$ 4.7 billion (35%) for 67 projects to ten <strong>countries</strong>,<br />

East Asia 18%, West Asia 9% <strong>and</strong> <strong>the</strong> Central Asia has <strong>the</strong> least fund<strong>in</strong>g US$165 million (1%)<br />

under four projects for higher <strong>education</strong>.<br />

5.3.12 Evaluation <strong>of</strong> <strong>the</strong> Bank’s projects<br />

The Independent Evaluation Group (IEG) is an <strong>in</strong>dependent unit with<strong>in</strong> <strong>the</strong> World Bank Group.<br />

It was established <strong>in</strong> 1973. The IEG consists <strong>of</strong> three parts:<br />

IEG-World Bank- it evaluates <strong>the</strong> activities <strong>of</strong> <strong>the</strong> IBRD <strong>and</strong> IDA.<br />

IEG-IFC- it assesses <strong>the</strong> work <strong>of</strong> IFC.<br />

IEG-MIGA- it evaluates <strong>the</strong> contributions <strong>of</strong> MIGA.<br />

The pr<strong>in</strong>cipal goals <strong>of</strong> IEG‟s evaluations are to learn from Bank Group‟s experience, to assess<br />

<strong>the</strong> achievement <strong>of</strong> set objectives <strong>and</strong> to provide an objective basis for future policies <strong>and</strong><br />

plann<strong>in</strong>g. The process <strong>of</strong> evaluation helps improve <strong>the</strong> WBG performance, efficiency <strong>and</strong><br />

effectiveness. The IEG has produced more than 1000 evaluation documents, 68 <strong>of</strong> <strong>the</strong>m conta<strong>in</strong>s<br />

<strong>education</strong> <strong>in</strong>clud<strong>in</strong>g seven documents on higher <strong>education</strong>. Among <strong>the</strong>se 68 documents, 26 <strong>of</strong><br />

<strong>the</strong>m are on <strong>Asian</strong> regions, <strong>in</strong>clud<strong>in</strong>g only two documents on <strong>Asian</strong> higher <strong>education</strong>.<br />

5.3.12.1 Evaluation <strong>of</strong> <strong>the</strong> WB projects on higher <strong>education</strong><br />

IEG-World Bank has produced only two evaluation documents on <strong>Asian</strong> higher <strong>education</strong>. The<br />

evaluation documents on are:<br />

India: Education Sector Development <strong>in</strong> <strong>the</strong> 1990s;<br />

Tertiary Education: Lessons from a Decade <strong>of</strong> Lend<strong>in</strong>g, FY1990-2000<br />

5.3.12.2 India: Education Sector Development <strong>in</strong> <strong>the</strong> 1990s<br />

This paper is a background papers prepared as an <strong>in</strong>put to <strong>the</strong> India Country Assistance<br />

Evaluation. F<strong>in</strong>d<strong>in</strong>gs, presented <strong>in</strong> this paper, are based on multiple resources: a review <strong>of</strong><br />

project appraisal <strong>and</strong> completion reports, sector reports, <strong>and</strong> o<strong>the</strong>r documents <strong>in</strong>clud<strong>in</strong>g Bank‟s<br />

documents on India <strong>and</strong> research studies on Indian <strong>education</strong>.<br />

Accord<strong>in</strong>g to this document, until <strong>the</strong> late 1980s, <strong>the</strong> government <strong>of</strong> India strongly resisted<br />

external fund<strong>in</strong>g for <strong>education</strong> programs. But later on <strong>the</strong> dem<strong>and</strong> for f<strong>in</strong>ancial resources<br />

<strong>in</strong>creased as <strong>the</strong> Indian government set <strong>the</strong> goal <strong>of</strong> universal elementary <strong>education</strong>
