South <strong>Asian</strong> <strong>countries</strong> toge<strong>the</strong>r are <strong>the</strong> biggest client <strong>of</strong> <strong>the</strong> World Bank <strong>in</strong> Asia <strong>in</strong> terms <strong>of</strong> size<br />

<strong>of</strong> loans for <strong>education</strong> <strong>and</strong> for o<strong>the</strong>r sectors. The World Bank country data on aggregate lend<strong>in</strong>g<br />

show that <strong>the</strong> Bank <strong>in</strong>vested <strong>the</strong> highest amount ($9.5 billion <strong>in</strong> 43 projects) <strong>in</strong> Indian higher<br />

<strong>education</strong> while <strong>in</strong> terms <strong>of</strong> number <strong>of</strong> projects on higher <strong>education</strong> <strong>and</strong> share <strong>of</strong> <strong>education</strong> <strong>in</strong><br />

total loans for all fields Pakistan is on <strong>the</strong> top among South <strong>Asian</strong> <strong>countries</strong> with 46 projects for<br />

higher <strong>education</strong> <strong>and</strong> 23% <strong>of</strong> <strong>the</strong> total loans went <strong>education</strong> sector. Afghanistan, <strong>in</strong> 2002, started<br />

gett<strong>in</strong>g loans for higher <strong>education</strong> <strong>and</strong> more <strong>the</strong> 94% <strong>of</strong> <strong>the</strong> total fund<strong>in</strong>g for <strong>education</strong> sector is<br />

spent on <strong>education</strong>.<br />

If we look at <strong>the</strong> ratio between total project <strong>in</strong> all field <strong>and</strong> <strong>the</strong> projects <strong>in</strong> <strong>education</strong> sector for<br />

each country, Nepal has <strong>the</strong> highest ratio <strong>of</strong> projects (17%) <strong>in</strong> <strong>education</strong> followed by Pakistan,<br />

14%. Likewise Sri Lanka has <strong>the</strong> highest share <strong>of</strong> projects <strong>in</strong> higher <strong>education</strong> (80%) <strong>in</strong> total<br />

projects <strong>in</strong> <strong>education</strong>s sector among <strong>the</strong> <strong>countries</strong> <strong>of</strong> <strong>the</strong> region <strong>and</strong> <strong>the</strong>n it is followed by<br />

Afghanistan <strong>and</strong> Bangladesh with 41% <strong>and</strong> 36% respectively.<br />

The World Bank has its presence <strong>in</strong> South East Asia s<strong>in</strong>ce early years <strong>of</strong> its <strong>in</strong>ception. Among<br />

<strong>the</strong> six selected <strong>countries</strong> <strong>of</strong> this region, Indonesia is <strong>the</strong> biggest client <strong>of</strong> <strong>the</strong> Bank <strong>in</strong> terms <strong>of</strong><br />

size <strong>of</strong> <strong>the</strong> loans <strong>and</strong> number <strong>of</strong> projects <strong>in</strong> different sectors, <strong>and</strong> as well as <strong>in</strong> <strong>education</strong> sector:<br />

The Bank has given $45.5 billion loan for 464 projects that <strong>in</strong>clude $9.4billion for 83 projects <strong>in</strong>
