Phase 2: an exploration <strong>of</strong> approaches to quality teach<strong>in</strong>g at HEIs by study<strong>in</strong>g current quality led<br />

<strong>in</strong>itiatives on teach<strong>in</strong>g improvement. This phase was started <strong>in</strong> July 2009 <strong>and</strong> it will complete <strong>in</strong><br />

December 2011.<br />

5.2.6.6 f) The OECD Global Forums<br />

OECD arranges <strong>and</strong> organizes a wide range <strong>of</strong> events <strong>and</strong> activities to facilitate <strong>and</strong> to contribute<br />

to <strong>the</strong> process <strong>of</strong> policy dialogue <strong>and</strong> capacity build<strong>in</strong>g <strong>in</strong> OECD member <strong>and</strong> non-member<br />

<strong>countries</strong> through peer learn<strong>in</strong>g <strong>and</strong> <strong>in</strong>teraction. In this regard <strong>the</strong> OECD Global Forums are <strong>of</strong><br />

great importance as <strong>the</strong>se events allow <strong>the</strong> participation <strong>of</strong> much larger numbers <strong>of</strong> stakeholders.<br />

These forums function as networks or communities comprised <strong>of</strong> diverse actors: government<br />

<strong>of</strong>ficials, policy analysts, bus<strong>in</strong>ess leaders, <strong>in</strong>ternational experts, researchers <strong>and</strong> many o<strong>the</strong>r<br />

stakeholders. At present <strong>the</strong>re exist twelve <strong>the</strong> OECD Global forums <strong>in</strong> different fields that<br />

<strong>in</strong>clude: Agriculture, Biotechnology, Competition, Development, Education, F<strong>in</strong>ance,<br />

International Investment, Public Governance, <strong>the</strong> Knowledge Economy, Environment <strong>and</strong><br />

Taxation (OECD, 2010).<br />

5.2.6.6.1 The Global Forum on Education<br />

This forum was created by <strong>the</strong> OECD Education Policy Committee <strong>and</strong> <strong>the</strong> Govern<strong>in</strong>g Board <strong>of</strong><br />

its Centre for Educational Research <strong>and</strong> Innovation <strong>in</strong> 2005. This forum helps <strong>the</strong> OECD<br />

Directorate to fur<strong>the</strong>r its current activities <strong>in</strong> <strong>education</strong>. The major objectives <strong>of</strong> <strong>the</strong> Global<br />

Forum on Education are to:<br />

Streng<strong>the</strong>n <strong>and</strong> exp<strong>and</strong> <strong>the</strong> exist<strong>in</strong>g expert <strong>and</strong> policy-level networks<br />

Provide an opportunity to discuss <strong>and</strong> share outcomes<br />

Foster a global policy dialogue <strong>in</strong> <strong>education</strong><br />

Enhance <strong>the</strong> capacity <strong>of</strong> member <strong>and</strong> non-member economies<br />

The first Global Forum on Education was held on 24-25 October 2005 <strong>in</strong> Santiago, Chile <strong>and</strong> its<br />

<strong>the</strong>me was Challenges for Education <strong>in</strong> a Global Economy. Whereas <strong>the</strong> second Global Forum<br />

on Education <strong>the</strong>med Improv<strong>in</strong>g <strong>the</strong> Effectiveness <strong>of</strong> Education Systems. It took place <strong>in</strong> 2008 <strong>in</strong><br />

Dom<strong>in</strong>ican Republic. This forum was attended by 19 member <strong>and</strong> 13 non-member <strong>countries</strong>.<br />

Eleven <strong>in</strong>ternational organization <strong>and</strong> fifty seven universities also participated <strong>in</strong> this event.
