technology <strong>and</strong> promotion <strong>of</strong> vocational tra<strong>in</strong><strong>in</strong>g. Where <strong>the</strong> section-c encourage members to<br />

pursue <strong>and</strong> design policies to achieve economic growth. The <strong>role</strong> <strong>of</strong> <strong>the</strong> OECD is seen as<br />

“present<strong>in</strong>g an <strong>in</strong>tellectual face <strong>of</strong> global capitalism, mediat<strong>in</strong>g, <strong>in</strong>terpret<strong>in</strong>g <strong>and</strong> dissem<strong>in</strong>at<strong>in</strong>g its<br />

implications for <strong>education</strong> <strong>in</strong> a consensus-mak<strong>in</strong>g <strong>and</strong> rationally unavoidable way” (Henry,<br />

L<strong>in</strong>gard, Rizvi, & Taylor, 2001). Like o<strong>the</strong>r major fields, OECD has established Directorate for<br />

Education.<br />

5.2.5.1 OECD Directorate for Education<br />

To achieve its goals <strong>and</strong> to promote <strong>education</strong> <strong>in</strong> <strong>the</strong> partner economies OECD has established a<br />

Directorate for Education, which helps promote learn<strong>in</strong>g <strong>and</strong> provides solutions to <strong>the</strong> problems<br />

by giv<strong>in</strong>g <strong>in</strong>novative ideas. In <strong>the</strong> field <strong>education</strong> this directorate is actively work<strong>in</strong>g on many<br />

projects with <strong>the</strong> collaboration <strong>and</strong> cooperation <strong>of</strong> many research <strong>in</strong>stitutions, <strong>in</strong>ternational<br />

organization, <strong>education</strong>al <strong>in</strong>stitutions <strong>and</strong> governments. These projects are <strong>in</strong> diverse fields that<br />

<strong>in</strong>clude; adult literacy, effective teach<strong>in</strong>g, learn<strong>in</strong>g science, student assessment, school violence,<br />

school safety <strong>and</strong> security, lifelong learn<strong>in</strong>g, digital learn<strong>in</strong>g resources, ICTs, E-learn<strong>in</strong>g, special<br />

<strong>education</strong>, curriculum development, early childhood <strong>education</strong> <strong>and</strong> care, economics <strong>of</strong> <strong>education</strong>,<br />

<strong>in</strong>novative <strong>in</strong> <strong>education</strong>, markets <strong>in</strong> <strong>education</strong>, comparative <strong>education</strong>, policy research <strong>in</strong><br />

<strong>education</strong>, <strong>in</strong>stitutional management, f<strong>in</strong>anc<strong>in</strong>g <strong>education</strong>, <strong>in</strong>ternationalization <strong>of</strong> <strong>education</strong>,<br />

higher <strong>education</strong>, quality teach<strong>in</strong>g <strong>in</strong> higher <strong>education</strong>, rank<strong>in</strong>g <strong>of</strong> universities, policy<br />

development <strong>in</strong> <strong>education</strong>, data collection on <strong>education</strong> <strong>and</strong> related <strong>in</strong>dicators, teacher <strong>education</strong>,<br />

tertiary <strong>education</strong>, vocational <strong>education</strong> <strong>and</strong> tra<strong>in</strong><strong>in</strong>g (OECD, 2011). The OECD <strong>role</strong>s <strong>in</strong><br />

<strong>education</strong> have been grouped under four ma<strong>in</strong> head<strong>in</strong>gs by <strong>the</strong> Directorate <strong>of</strong> Education;<br />

i. Pre-school <strong>and</strong> school<br />

ii. <strong>Higher</strong> <strong>education</strong> <strong>and</strong> adult learn<strong>in</strong>g<br />

iii. Education, <strong>the</strong> economy <strong>and</strong> society<br />

iv. Research <strong>and</strong> knowledge management<br />

OECD is achiev<strong>in</strong>g its goals <strong>in</strong> <strong>education</strong> through four major programs. These programs are not<br />

only help<strong>in</strong>g <strong>countries</strong> to improve <strong>the</strong>ir <strong>education</strong> system but also giv<strong>in</strong>g <strong>the</strong>m an opportunity to<br />

learn from <strong>in</strong>ternational experiences. These programs are: PISA, IMHE, CELE <strong>and</strong> CERI
