Development (OECD) was drawn up to reform <strong>and</strong> replace <strong>the</strong> OEEC. In 1959 <strong>the</strong> heads <strong>of</strong><br />

governments <strong>of</strong> France, West Germany, U.K <strong>and</strong> USA agreed, <strong>in</strong> a meet<strong>in</strong>g <strong>in</strong> Paris, on <strong>the</strong><br />

establishment <strong>of</strong> OECD <strong>and</strong> on 14 th December 1960 <strong>the</strong> convention was signed by <strong>the</strong> m<strong>in</strong>isters<br />

<strong>of</strong> 20 <strong>countries</strong> <strong>in</strong> Paris <strong>and</strong> on 30 th September 1961 seventeen <strong>countries</strong> ratified <strong>the</strong> Convention,<br />

as a result OEEC was transformed to OECD <strong>and</strong> a new economic organization came <strong>in</strong>to <strong>of</strong>ficial<br />

existence (OECD, 2010).<br />

The orig<strong>in</strong>al Member <strong>countries</strong> <strong>of</strong> <strong>the</strong> OECD are Austria, Belgium, Canada, Denmark, France,<br />

Germany, Greece, Icel<strong>and</strong>, Irel<strong>and</strong>, Italy, Luxembourg, <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s, Norway, Portugal,<br />

Spa<strong>in</strong>, Sweden, Switzerl<strong>and</strong>, Turkey, <strong>the</strong> United K<strong>in</strong>gdom <strong>and</strong> <strong>the</strong> United States. Today OECD<br />

comprises on 34 full members <strong>in</strong> four cont<strong>in</strong>ents: Asia, Australia, Europe, North America <strong>and</strong><br />

South America. Fur<strong>the</strong>rmore OECD has work<strong>in</strong>g relations with more than 100 <strong>countries</strong> from<br />

all parts <strong>of</strong> <strong>the</strong> world, which are utiliz<strong>in</strong>g this forum to benefit from <strong>in</strong>ternational experiences.<br />

OECD ma<strong>in</strong>ta<strong>in</strong>s close relations with Brazil, Ch<strong>in</strong>a, India, Indonesia <strong>and</strong> South Africa through<br />

“enhanced engagement program” (OECD, 2010).<br />

5.2.3 A glance at <strong>the</strong> OECD<br />

The mission <strong>of</strong> <strong>the</strong> OECD is to promote policies that will improve economic <strong>and</strong> social<br />

wellbe<strong>in</strong>g <strong>of</strong> people around <strong>the</strong> world. Accord<strong>in</strong>g to <strong>the</strong> convention on <strong>the</strong> Organization for<br />

Economic Cooperation <strong>and</strong> development (OECD) adopted by <strong>the</strong> member <strong>countries</strong> on 14<br />

December 1960 <strong>in</strong> Paris <strong>the</strong> aims <strong>of</strong> <strong>the</strong> Organization are to promote policies designed:<br />

to achieve <strong>the</strong> highest susta<strong>in</strong>able economic growth <strong>and</strong> employment <strong>and</strong> a ris<strong>in</strong>g<br />

st<strong>and</strong>ard <strong>of</strong> liv<strong>in</strong>g <strong>in</strong> Member <strong>countries</strong>;<br />

to contribute to sound economic expansion <strong>in</strong> Member as well as non-member <strong>countries</strong><br />

<strong>in</strong> <strong>the</strong> process <strong>of</strong> economic development;<br />

to contribute to <strong>the</strong> expansion <strong>of</strong> world trade on a multilateral, non-discrim<strong>in</strong>atory basis<br />

<strong>in</strong> accordance with <strong>in</strong>ternational obligations<br />

5.2.3.1 Governance<br />

Organization for Economic Cooperation <strong>and</strong> Development (OECD) has tri-tier structure <strong>of</strong><br />

governance has three major component; Council, Committees <strong>and</strong> Secretariat.
