UNESCO Chairs <strong>and</strong> Networks, assist<strong>in</strong>g <strong>in</strong> quality assurance, shar<strong>in</strong>g <strong>of</strong> <strong>in</strong>formation <strong>and</strong> data.<br />

Besides this, UNESCO is also engaged <strong>in</strong> promot<strong>in</strong>g policy dialogues, quality enhancement <strong>and</strong><br />

capacity development <strong>in</strong> research, knowledge generation <strong>and</strong> knowledge shar<strong>in</strong>g. Fur<strong>the</strong>rmore,<br />

UNESCO is play<strong>in</strong>g its <strong>role</strong> <strong>in</strong> <strong>the</strong> establishment <strong>of</strong> higher <strong>education</strong> system by <strong>the</strong> follow<strong>in</strong>g<br />

measures:<br />

National capacity build<strong>in</strong>g <strong>and</strong> streng<strong>the</strong>n<strong>in</strong>g<br />

Teacher tra<strong>in</strong><strong>in</strong>g <strong>and</strong> policy development<br />

Support <strong>in</strong> research <strong>and</strong> knowledge shar<strong>in</strong>g<br />

ICTs <strong>in</strong> <strong>education</strong> <strong>and</strong> <strong>in</strong> lifelong learn<strong>in</strong>g<br />

UNESCO, be<strong>in</strong>g a lead<strong>in</strong>g organization <strong>of</strong> UN system <strong>in</strong> higher <strong>education</strong>, has played an<br />

important <strong>role</strong> <strong>of</strong> a statutory body by erect<strong>in</strong>g, adopt<strong>in</strong>g <strong>and</strong> facilitat<strong>in</strong>g more than eighteen legal<br />

<strong>in</strong>struments that <strong>in</strong>clude: conventions, recommendations, treaties <strong>and</strong> agreement at <strong>in</strong>ternational,<br />

regional <strong>and</strong> sub-regional levels. These UNESCO legal <strong>in</strong>struments on higher <strong>education</strong> serve<br />

<strong>the</strong> purpose <strong>of</strong> students, teachers, <strong>in</strong>stitutions <strong>and</strong> o<strong>the</strong>r stakeholders <strong>in</strong>clud<strong>in</strong>g states.<br />

UNESCO achieves its goals <strong>in</strong> higher <strong>education</strong> through <strong>in</strong>ternational conferences. This<br />

organization is <strong>the</strong> pioneer body among UN agencies <strong>and</strong> world IGOs that organized world<br />

conferences on higher <strong>education</strong> <strong>in</strong> 1998 <strong>and</strong> 2009.<br />

UNESCO <strong>in</strong> Asia is present through its sixteen field <strong>of</strong>fices but <strong>the</strong> UNESCO Bangkok <strong>of</strong>fice<br />

has a central position. It is <strong>the</strong> Pr<strong>in</strong>cipal Regional Office for Asia <strong>and</strong> Pacific (PROAP).<br />

UNESCO Bangkok <strong>of</strong>fice is also <strong>the</strong> regional <strong>of</strong>fice for <strong>education</strong>. It acts as technical advisory<br />

body to all field <strong>of</strong>fices <strong>and</strong> Member States <strong>of</strong> <strong>the</strong> region <strong>and</strong> <strong>the</strong> site <strong>of</strong> regional programs <strong>in</strong><br />

most areas covered by <strong>the</strong> Education Sector. UNESCO-Bangkok <strong>of</strong>fice has launched a eleven<br />

major programs <strong>in</strong> <strong>education</strong>, policy reforms, <strong>in</strong>novation, susta<strong>in</strong>able development, HIV, social<br />

sciences, oceanography, communication, <strong>in</strong>formation <strong>and</strong> statistics. One <strong>of</strong> <strong>the</strong> programs is Asia-<br />

Pacific Program for Educational Innovation for Development (APEID), which is active <strong>in</strong> 47<br />

Asia-Pacific UNESCO member states. This program focuses <strong>the</strong> development <strong>education</strong><br />

<strong>in</strong>clud<strong>in</strong>g higher <strong>education</strong> <strong>and</strong> ICT <strong>in</strong> Education through ten different projects <strong>and</strong> networks.<br />

Where <strong>the</strong> Bangkok <strong>of</strong>fice is support<strong>in</strong>g UNESCO <strong>in</strong>itiatives for higher <strong>education</strong> <strong>the</strong>re it also<br />

makes its own contributions to higher <strong>education</strong> sub-sector through capacity development <strong>and</strong>
