has produced 51 publications on higher <strong>education</strong>, 95 related to tra<strong>in</strong><strong>in</strong>g <strong>and</strong> 41 technical /<br />

vocational <strong>education</strong>s. In this way on <strong>the</strong> total 187 publications were directly or <strong>in</strong>directly related<br />

to higher <strong>education</strong>. Fur<strong>the</strong>rmore this <strong>of</strong>fice has also published 26 documents on science, which<br />

also contribute to capacity development <strong>in</strong> higher <strong>education</strong>. In this way approximately 30% <strong>of</strong><br />

<strong>the</strong> total publications produced by this <strong>of</strong>fice, s<strong>in</strong>ce 1990, are l<strong>in</strong>k related to higher <strong>education</strong>.<br />

The follow<strong>in</strong>g tables give detailed <strong>in</strong>formation on <strong>the</strong> publications produced by <strong>the</strong> UNESCO-<br />

Bangkok <strong>of</strong>fice dur<strong>in</strong>g <strong>the</strong> last twenty years.<br />

Teacher guides <strong>and</strong> toolkits<br />

If <strong>education</strong> is eng<strong>in</strong>e <strong>of</strong> change <strong>the</strong>n teacher is a driver <strong>of</strong> <strong>the</strong> process <strong>of</strong> change. No <strong>education</strong>al<br />

program or project achieve its desired objectives without quality teachers so UNESCO Bangkok<br />

<strong>of</strong>fice keeps teacher tra<strong>in</strong><strong>in</strong>g program at <strong>the</strong> center <strong>of</strong> its capacity development <strong>in</strong>itiatives. This<br />

<strong>of</strong>fice has been produc<strong>in</strong>g teacher guides, tra<strong>in</strong><strong>in</strong>g manuals, <strong>in</strong>formation <strong>and</strong> tool kits, case<br />

studies, human capital development, management, adm<strong>in</strong>istration, curriculum development,<br />

teach<strong>in</strong>g guides <strong>and</strong> material, pedagogical techniques <strong>and</strong> skills, guides for teacher educators,<br />

ICTs tool guides for teachers, effective teach<strong>in</strong>g tools <strong>and</strong> student-teacher relationship. A<br />

significant part <strong>of</strong> this material for teacher is onl<strong>in</strong>e <strong>and</strong> can be accessed free <strong>of</strong> cost by all.<br />

Majority <strong>of</strong> <strong>the</strong>se documents <strong>and</strong> publications are useful for teachers, facilitators <strong>and</strong> teacher<br />

educators equally at all levels from pre-primary to higher <strong>education</strong>.<br />

Tra<strong>in</strong><strong>in</strong>g <strong>of</strong> <strong>the</strong> stakeholders<br />

Tra<strong>in</strong><strong>in</strong>g is ano<strong>the</strong>r mean <strong>of</strong> capacity development <strong>in</strong> higher <strong>education</strong>. UNESCO-Bangkok<br />

<strong>of</strong>fice plays a <strong>role</strong> <strong>of</strong> facilitator <strong>in</strong> <strong>the</strong> provision <strong>of</strong> tra<strong>in</strong><strong>in</strong>g to stakeholders <strong>in</strong> <strong>education</strong> that<br />

<strong>in</strong>clude teachers, school adm<strong>in</strong>istrators, <strong>education</strong> providers, managers <strong>and</strong> policy makers. For<br />

this purpose UNESCO-Bangkok <strong>of</strong>fice organizes workshops, sem<strong>in</strong>ars, conferences, forums,<br />

symposia <strong>and</strong> o<strong>the</strong>r activities at regional, sub-regional <strong>and</strong> local level where people from <strong>the</strong><br />

related fields are tra<strong>in</strong>ed, bra<strong>in</strong>ed <strong>and</strong> motivated so that a susta<strong>in</strong>able change could be brought.<br />

The major aspect <strong>of</strong> such enriched <strong>and</strong> focused <strong>education</strong>al activities is to provide necessary<br />

tools <strong>and</strong> guidel<strong>in</strong>es to <strong>the</strong> member states so that a positive change could be achieved. The major<br />

objective <strong>of</strong> capacity build<strong>in</strong>g is to enable member states to make <strong>countries</strong> self-sufficient <strong>in</strong><br />

human resources <strong>and</strong> to work actively for <strong>the</strong> development <strong>of</strong> <strong>education</strong> at all levels by
