5.1.3.3 How does APEID contribute to <strong>Higher</strong> Education?<br />

UNESCO Bangkok <strong>of</strong>fice creates an <strong>in</strong>formed basis <strong>of</strong> higher <strong>education</strong> dialogue <strong>and</strong> exchange<br />

among Member States <strong>in</strong> address<strong>in</strong>g issues <strong>and</strong> challenges <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g areas:<br />

University governance <strong>and</strong> management<br />

Quality assurance <strong>and</strong> qualification recognition<br />

Diversification <strong>and</strong> privatization <strong>of</strong> higher <strong>education</strong><br />

Internationalization <strong>of</strong> higher <strong>education</strong><br />

Increas<strong>in</strong>g accessibility <strong>and</strong> quality through <strong>the</strong> use <strong>of</strong> ICT <strong>in</strong> higher <strong>education</strong>.<br />

More specifically, <strong>the</strong> <strong>Higher</strong> Education program will:<br />

facilitate <strong>the</strong> revision <strong>of</strong> <strong>the</strong> 1983 Asia-Pacific Regional Convention on <strong>the</strong> Recognition<br />

<strong>of</strong> Academic Qualification;<br />

organize regional meet<strong>in</strong>gs lead<strong>in</strong>g up to <strong>the</strong> global consultation on new trends <strong>and</strong><br />

challenges to higher <strong>education</strong> as a follow up to <strong>the</strong> 1998 World Conference on <strong>Higher</strong><br />

Education;<br />

streng<strong>the</strong>n research capacities <strong>in</strong> higher <strong>education</strong> <strong>in</strong>stitutions through <strong>the</strong> UNITWIN/<br />

UNESCO Chairs; <strong>and</strong><br />

Facilitate regional university networks.<br />

5.1.3.3.1 Promotion <strong>of</strong> mobility <strong>in</strong> higher <strong>education</strong><br />

Through <strong>the</strong> Regional Convention on <strong>the</strong> Recognition <strong>of</strong> Studies, Diplomas <strong>and</strong> Degrees <strong>in</strong><br />

<strong>Higher</strong> Education <strong>in</strong> Asia <strong>and</strong> <strong>the</strong> Pacific, APEID provides f<strong>in</strong>ancial <strong>and</strong> technical assistance <strong>and</strong><br />

serves as secretariat to implement this regional convention, <strong>in</strong>clud<strong>in</strong>g organiz<strong>in</strong>g a regional<br />

committee meet<strong>in</strong>g every two years, <strong>and</strong> build<strong>in</strong>g partnerships with various NGO's <strong>and</strong> IGO's
