5.1.2.13 Cluster <strong>of</strong>fices<br />

A cluster <strong>of</strong>fice covers a group <strong>of</strong> <strong>countries</strong> <strong>and</strong> is <strong>the</strong> central component <strong>in</strong> <strong>the</strong> field, around,<br />

which are organized national <strong>of</strong>fices <strong>and</strong> regional bureaus. There are 27 cluster <strong>of</strong>fices <strong>in</strong> <strong>the</strong><br />

world, which cover148 Member States <strong>and</strong> <strong>the</strong>se cluster <strong>of</strong>fices are <strong>the</strong> ma<strong>in</strong> support<strong>in</strong>g structure<br />

<strong>of</strong> UNESCO Secretariat‟s network <strong>in</strong> <strong>the</strong> field. In Asia-Pacific region <strong>the</strong>re are seven Cluster<br />

<strong>of</strong>fices <strong>and</strong> Arab States <strong>the</strong>ir number is four. While ten <strong>in</strong> Africa, five <strong>in</strong> Lat<strong>in</strong> America <strong>and</strong> <strong>the</strong><br />

Caribbean region <strong>and</strong> only one for Europe <strong>and</strong> North America. A cluster <strong>of</strong>fice must ensure<br />

<strong>in</strong>teraction;<br />

between <strong>the</strong> Member States <strong>of</strong> its cluster <strong>in</strong> <strong>the</strong> Organization‟s fields <strong>of</strong> competence;<br />

with o<strong>the</strong>r United Nations agencies <strong>in</strong> <strong>the</strong> context <strong>of</strong> jo<strong>in</strong>t programm<strong>in</strong>g frameworks;<br />

between each Member State with<strong>in</strong> its remit <strong>and</strong> <strong>the</strong> o<strong>the</strong>r components <strong>of</strong> <strong>the</strong> Secretariat<br />

network, <strong>in</strong> particular by foster<strong>in</strong>g l<strong>in</strong>ks <strong>of</strong> solidarity with <strong>the</strong> National Commission;<br />

between each Member State with<strong>in</strong> its remit <strong>and</strong> <strong>the</strong> <strong>in</strong>ternational community;<br />

with <strong>the</strong> o<strong>the</strong>r Secretariat units;<br />

between <strong>the</strong> sectors <strong>and</strong> discipl<strong>in</strong>es.<br />

Cluster <strong>of</strong>fices <strong>in</strong> Asia-Pacific <strong>and</strong> Arab region<br />

1. Almaty Cluster Office for Kazakhstan, Kyrgyzstan, Tajikistan <strong>and</strong> Uzbekistan<br />

2. Apia Cluster Office for Pacific states (serves sixteen <strong>in</strong>dependent <strong>countries</strong> <strong>and</strong> one<br />

territory <strong>in</strong> <strong>the</strong> Pacific from Papua New Gu<strong>in</strong>ea <strong>in</strong> <strong>the</strong> West, <strong>the</strong> Republic <strong>of</strong> <strong>the</strong> Marshall<br />

Isl<strong>and</strong>s <strong>in</strong> <strong>the</strong> North, to <strong>the</strong> Cook Isl<strong>and</strong>s <strong>in</strong> <strong>the</strong> East <strong>and</strong> New Zeal<strong>and</strong> <strong>in</strong> <strong>the</strong> South)<br />

3. Bangkok Cluster Office coord<strong>in</strong>ator <strong>of</strong> UNESCO activities, across sectors, <strong>in</strong> <strong>the</strong><br />

Mekong region - directly <strong>in</strong> Thail<strong>and</strong>, Myanmar <strong>and</strong> Lao PDR <strong>and</strong> <strong>in</strong>directly <strong>in</strong> support<br />

<strong>of</strong> UNESCO country <strong>of</strong>fices <strong>in</strong> Viet Nam <strong>and</strong> Cambodia.<br />

4. Beij<strong>in</strong>g Cluster <strong>of</strong>fice: it serves Ch<strong>in</strong>a, North Korea South Korea, Japan <strong>and</strong> Mongolia.<br />

5. Jakarta Cluster Office (represents UNESCO <strong>in</strong> Brunei Darussalam, Indonesia,<br />

Malaysia, <strong>the</strong> Philipp<strong>in</strong>es, <strong>and</strong> Timor L‟este <strong>in</strong> all UNESCO fields <strong>of</strong> competence:
