At national level UNESCO, through its field <strong>of</strong>fices, has been mobiliz<strong>in</strong>g <strong>and</strong> assist<strong>in</strong>g member<br />

states to design, develop <strong>and</strong> implement workable national policies to educate, tra<strong>in</strong>, recruit <strong>and</strong><br />

reta<strong>in</strong> teachers that is must to achieve quality <strong>education</strong>. UNESCO conduct <strong>and</strong> dissem<strong>in</strong>ates<br />

research studies, evaluation reports, policy development briefs, teach<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g materials,<br />

toolkits <strong>and</strong> ICT tools for <strong>education</strong>. These <strong>in</strong>itiatives help build capacity <strong>of</strong> teachers, teacher<br />

educators, facilitators, managers <strong>and</strong> policy makers. Fur<strong>the</strong>rmore UNESCO has developed<br />

work<strong>in</strong>g relationship with o<strong>the</strong>r partners that <strong>in</strong>clude IGOs, NGOs, UN agencies, <strong>in</strong>stitutes <strong>of</strong><br />

higher <strong>education</strong> <strong>and</strong> research.<br />

UNESCO’s focal areas <strong>of</strong> activities <strong>in</strong> teacher <strong>education</strong><br />

Review <strong>and</strong> development <strong>of</strong> tra<strong>in</strong><strong>in</strong>g materials for teachers <strong>and</strong> management<br />

Enhancement <strong>of</strong> national <strong>and</strong> comparative teacher data<br />

Development <strong>of</strong> capacity <strong>in</strong> <strong>the</strong> design<strong>in</strong>g <strong>and</strong> implement<strong>in</strong>g comprehensive teacher<br />

policies<br />

Quality assurance <strong>in</strong> teacher <strong>education</strong><br />

Merely tra<strong>in</strong><strong>in</strong>g teacher is not sufficient to achieve desired results <strong>and</strong> outcomes as <strong>the</strong>re are<br />

o<strong>the</strong>r factors also that contribute to quality, productivity <strong>and</strong> efficiency <strong>of</strong> teachers. These factors<br />

may <strong>in</strong>clude status, wages, work<strong>in</strong>g conditions <strong>and</strong> environment, facilities <strong>and</strong> empowerment. To<br />

raise <strong>the</strong> status <strong>of</strong> teachers UNESCO works with o<strong>the</strong>r organizations <strong>and</strong> <strong>in</strong>stitutes whereas<br />

UNESCO conventions <strong>and</strong> recommendations play an <strong>in</strong>strumental <strong>role</strong> to achieve <strong>the</strong>se goals<br />

worldwide.<br />

5.1.2.11 How does UNESCO achieve its objectives?<br />

UNESCO be<strong>in</strong>g a laboratory <strong>of</strong> ideas, a st<strong>and</strong>ard-setter, a capacity-builder <strong>and</strong> a catalyst<br />

organization for <strong>in</strong>ternational cooperation achieve its aims <strong>and</strong> objectives <strong>of</strong> development <strong>of</strong><br />

higher <strong>education</strong> <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g ways.<br />

5.1.2.11.1 UNESCO World conferences on higher <strong>education</strong><br />

UNESCO is <strong>the</strong> pioneer body among UN agencies <strong>and</strong> world IGOs that organized a world<br />

conference on higher <strong>education</strong>. So far UNESCO has hosted two World conferences on higher<br />

<strong>education</strong>, <strong>in</strong> 1998 <strong>and</strong> 2009. The details are as follow:
