UNESCO has adopted follow<strong>in</strong>g regional Conventions:<br />

Arab States: Convention on <strong>the</strong> Recognition <strong>of</strong> Studies, Diplomas <strong>and</strong> Degrees <strong>in</strong> <strong>Higher</strong><br />

Education <strong>in</strong> <strong>the</strong> Arab States 1978, this Convention entered <strong>in</strong>to force on 7 August 1981.<br />

Until today 14 out <strong>of</strong> 22 Arab states have ratified this convention. (Annex … Table …)<br />

Asia <strong>and</strong> <strong>the</strong> Pacific: Regional Convention on <strong>the</strong> Recognition <strong>of</strong> Studies, Diplomas <strong>and</strong><br />

Degrees <strong>in</strong> <strong>Higher</strong> Education <strong>in</strong> Asia <strong>and</strong> <strong>the</strong> Pacific 1983, this Convention entered <strong>in</strong>to force<br />

on 23 October 1985 <strong>the</strong> convention is signed by 21 out <strong>of</strong> 49 Asia <strong>and</strong> <strong>the</strong> Pacific member<br />

European Region: Convention on <strong>the</strong> Recognition <strong>of</strong> Qualifications concern<strong>in</strong>g <strong>Higher</strong><br />

Education <strong>in</strong> <strong>the</strong> European Region 1997, this Convention entered <strong>in</strong>to force on 1 February<br />

1999 ant fifty one European <strong>countries</strong> are <strong>the</strong> signatories. (Annex … Table …)<br />

Lat<strong>in</strong> America: Regional Convention on <strong>the</strong> Recognition <strong>of</strong> Studies, Diplomas <strong>and</strong> Degrees<br />

<strong>in</strong> <strong>Higher</strong> Education <strong>in</strong> Lat<strong>in</strong> America <strong>and</strong> <strong>the</strong> Caribbean 1974, this Convention entered <strong>in</strong>to<br />

force on 14 June 1975 <strong>and</strong> 19 <strong>countries</strong> <strong>of</strong> this region have accepted it. (Annex … Table …)<br />

Convention on <strong>the</strong> Recognition <strong>of</strong> Studies, Diplomas <strong>and</strong> Degrees <strong>in</strong> <strong>Higher</strong> Education <strong>in</strong> <strong>the</strong><br />

Arab <strong>and</strong> European States Border<strong>in</strong>g on <strong>the</strong> Mediterranean 1976, This Convention entered<br />

<strong>in</strong>to force on 6 March 1978 <strong>and</strong> twelve <strong>countries</strong> recognize this convention. (see Annex )<br />

5.1.2.10 Teacher Education<br />

Reforms, <strong>in</strong>novation <strong>and</strong> development <strong>in</strong> <strong>education</strong> at any level cannot be materialized without<br />

focus<strong>in</strong>g teacher <strong>education</strong>. It is universally recognized that teacher tra<strong>in</strong><strong>in</strong>g is not only a major<br />

component <strong>and</strong> function <strong>of</strong> higher <strong>education</strong> but it is also a vital vehicle to improve <strong>education</strong> at<br />

all levels (UNESCO, 2004). UNESCO, aware <strong>of</strong> this fact, gives considerable importance to<br />

teacher <strong>education</strong> <strong>and</strong> keeps programs on teacher tra<strong>in</strong><strong>in</strong>g <strong>and</strong> <strong>education</strong> at central position.<br />

There are two ma<strong>in</strong> documents that give m<strong>and</strong>ate to UNESCO to work <strong>in</strong> teacher <strong>education</strong>:<br />

ILO/UNESCO Recommendation concern<strong>in</strong>g <strong>the</strong> Status <strong>of</strong> Teachers <strong>of</strong> 1966 <strong>and</strong> UNESCO<br />

Recommendation concern<strong>in</strong>g <strong>the</strong> Status <strong>of</strong> <strong>Higher</strong> Education Teach<strong>in</strong>g Personnel <strong>of</strong> 1997. The<br />

implementation <strong>and</strong> application <strong>of</strong> <strong>the</strong>se recommendations is monitored by <strong>the</strong> Jo<strong>in</strong>t<br />

ILO/UNESCO Committee <strong>of</strong> Experts on <strong>the</strong> Application <strong>of</strong> <strong>the</strong> Recommendations concern<strong>in</strong>g<br />

Teach<strong>in</strong>g Personnel (CEART) (UNESCO, 2010).
