5.1.2.7 Open Distant Education (ODL)<br />

Human capital development leads to quantitative <strong>in</strong>crease <strong>in</strong> <strong>the</strong> tra<strong>in</strong>ed manpower <strong>and</strong> as well as<br />

qualitative improvement <strong>of</strong> <strong>the</strong> work<strong>in</strong>g conditions <strong>and</strong> <strong>the</strong> society also. Today national higher<br />

<strong>education</strong> systems <strong>in</strong> Asia-Pacific <strong>countries</strong> are faced with dual pressure; on <strong>the</strong> one h<strong>and</strong> it is<br />

forced to support rapid technological <strong>and</strong> economic development <strong>and</strong> on <strong>the</strong> o<strong>the</strong>r h<strong>and</strong> it is<br />

forced to meet <strong>the</strong> ever <strong>in</strong>creas<strong>in</strong>g dem<strong>and</strong> <strong>of</strong> higher <strong>education</strong>.<br />

In majority <strong>of</strong> <strong>Asian</strong>-Pacific <strong>countries</strong> basic <strong>education</strong> is under-<strong>in</strong>vested what to speak higher<br />

<strong>education</strong> because <strong>of</strong> this <strong>the</strong>re is an imbalance between dem<strong>and</strong> <strong>and</strong> supply <strong>of</strong> <strong>education</strong> at all<br />

levels particularly at post secondary or higher or fur<strong>the</strong>r <strong>education</strong> level. Due to <strong>the</strong> scarcity <strong>of</strong><br />

resources an <strong>in</strong>equity <strong>in</strong> <strong>the</strong> opportunity to access arises. Such <strong>in</strong>equality can be reduced<br />

significantly only by democratization <strong>of</strong> <strong>education</strong>.<br />

In <strong>the</strong> develop<strong>in</strong>g <strong>countries</strong> human development is <strong>of</strong> crucial importance. Open Distant <strong>education</strong><br />

is <strong>the</strong> new form <strong>of</strong> higher <strong>education</strong>, which is <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>terest to <strong>countries</strong> throughout <strong>the</strong><br />

world (UNESCO 1983). In this context Open Distant <strong>education</strong> model is <strong>the</strong> most apposite <strong>and</strong><br />

appropriate; viable <strong>and</strong> workable to make higher <strong>education</strong> available <strong>and</strong> accessible with greater<br />

equity by br<strong>in</strong>g<strong>in</strong>g <strong>education</strong> <strong>of</strong> <strong>the</strong> students‟ doorsteps. Above <strong>of</strong> all Open Distant Education<br />

(ODE) dem<strong>and</strong>s less human <strong>and</strong> f<strong>in</strong>ancial resources as compared to regular university <strong>education</strong><br />

model, which require build<strong>in</strong>gs, laboratories, libraries <strong>and</strong> also a large faculty. A university<br />

engaged <strong>in</strong> ODE is, usually, virtual <strong>in</strong> nature, which relies on modern developments <strong>of</strong><br />

<strong>in</strong>novative technologies. These modern technologies not only make quality distance <strong>education</strong><br />

possible but also <strong>of</strong>fer new possibilities <strong>in</strong> <strong>the</strong> doma<strong>in</strong> <strong>of</strong> distant learn<strong>in</strong>g <strong>and</strong> teach<strong>in</strong>g. These<br />

<strong>in</strong>novative approaches <strong>of</strong> utiliz<strong>in</strong>g Information <strong>and</strong> communication technology (ICT) <strong>in</strong>clude;<br />

<strong>in</strong>ternet, multimedia, Tele-monitor<strong>in</strong>g, onl<strong>in</strong>e-meet<strong>in</strong>gs, Fax, SMS, MMS, LMS, e-library, e-<br />

books, e-mail, voice-chatt<strong>in</strong>g, video-conferenc<strong>in</strong>g. The low cost <strong>and</strong> high speed are <strong>the</strong> biggest<br />

advantages <strong>of</strong> <strong>the</strong>se modern technologies. In <strong>the</strong> develop<strong>in</strong>g <strong>countries</strong> <strong>of</strong> Asia-Pacific region still<br />

<strong>the</strong>se technologies are not available to majority <strong>of</strong> <strong>the</strong> persons particularly <strong>in</strong> <strong>the</strong> rural areas (UIS<br />

2009). So <strong>the</strong>re are o<strong>the</strong>r channels <strong>of</strong> communication that are <strong>in</strong> use for <strong>the</strong> last many decades <strong>in</strong><br />

<strong>the</strong> democratization, development <strong>and</strong> promotion <strong>of</strong> higher <strong>education</strong> all over <strong>the</strong> world, it<br />

<strong>in</strong>clude pr<strong>in</strong>ted text materials, specially designed text books, workbooks, learn<strong>in</strong>g guides,<br />

learn<strong>in</strong>g kits, postal service, telephone, mobile phone, radio broadcasts, television programs,
