5.1.2.4 Reforms <strong>and</strong> Innovation<br />

<strong>Higher</strong> <strong>education</strong> is an eng<strong>in</strong>e <strong>of</strong> technological <strong>and</strong> economic development so with <strong>the</strong><br />

chang<strong>in</strong>g societal needs it is imperative to make higher <strong>education</strong> responsive to changes both at<br />

national <strong>and</strong> <strong>in</strong>ternational levels. This can be achieved through reforms <strong>and</strong> <strong>in</strong>novation <strong>in</strong> higher<br />

<strong>education</strong>. Be<strong>in</strong>g a laboratory <strong>of</strong> ideas UNESCO is play<strong>in</strong>g a key <strong>role</strong> <strong>in</strong> help<strong>in</strong>g member<br />

<strong>countries</strong> to blow a w<strong>in</strong>d <strong>of</strong> change.<br />

UNESCO with <strong>the</strong> collaboration <strong>of</strong> hp organization has started many projects us<strong>in</strong>g<br />

<strong>in</strong>novative technology to create a “bra<strong>in</strong> ga<strong>in</strong>” for regions that are particularly hit <strong>and</strong> impacted<br />

by “bra<strong>in</strong> dra<strong>in</strong>” <strong>in</strong> <strong>the</strong> form <strong>of</strong> academics <strong>and</strong> scientists. Three major projects on <strong>the</strong> Bra<strong>in</strong> Ga<strong>in</strong><br />

Initiative are:<br />

Bra<strong>in</strong> Ga<strong>in</strong> Initiative <strong>in</strong> Africa <strong>and</strong> <strong>the</strong> Arab States<br />

African Pilot Project<br />

South-East European Project<br />

In Asia also UNESCO is active <strong>in</strong> capacity development by help<strong>in</strong>g stakeholders: policy makers,<br />

university adm<strong>in</strong>istrators, management <strong>and</strong> researchers.<br />

5.1.2.5 International University Cooperation<br />

In <strong>the</strong> age <strong>of</strong> globalization <strong>and</strong> <strong>in</strong>ternationalization cooperation <strong>and</strong> collaboration has become<br />

currency <strong>of</strong> day thus <strong>in</strong>stitutions at national <strong>and</strong> <strong>in</strong>ternational level establish networks to benefit<br />

from each o<strong>the</strong>r‟s experiences <strong>and</strong> resources <strong>in</strong> <strong>education</strong>, research <strong>and</strong> human resource<br />

development. UNESCO is achiev<strong>in</strong>g <strong>and</strong> promot<strong>in</strong>g cooperation among <strong>in</strong>stitutions <strong>of</strong> higher<br />

<strong>education</strong> <strong>and</strong> research through UNESCO Chairs <strong>and</strong> UNITWIN Networks, which undertake<br />

tra<strong>in</strong><strong>in</strong>g, research, <strong>in</strong>formation shar<strong>in</strong>g <strong>and</strong> outreach activities <strong>in</strong> many programs that <strong>in</strong>clude:<br />

<strong>education</strong>, sciences, , culture, <strong>and</strong> communication <strong>and</strong> ICTs. The Network<strong>in</strong>g <strong>in</strong>stitutions<br />

develop a functional partnership with UNESCO <strong>in</strong> evaluat<strong>in</strong>g <strong>the</strong>ir program <strong>and</strong> activities. Today<br />

<strong>the</strong>re are 715 UNESCO Chairs <strong>and</strong> 69 UNITWIN Networks, which are active <strong>in</strong> 131 <strong>countries</strong><br />

(UNESCO, 2011). These networks are provid<strong>in</strong>g an environment for <strong>in</strong>ternational academic<br />

cooperation, particularly with North-South <strong>and</strong> North-South-South dimension, <strong>and</strong> for capacity<br />

development <strong>in</strong> <strong>the</strong> member <strong>countries</strong>. These Networks <strong>and</strong> cooperation also act as th<strong>in</strong>k tanks
