case <strong>the</strong>se conventions provide <strong>the</strong> basis for national law <strong>and</strong> policies <strong>in</strong> <strong>education</strong>. The signatory<br />

nations have recognized <strong>the</strong> importance <strong>of</strong> <strong>education</strong> <strong>and</strong> its status as universal human right.<br />

Now it is <strong>the</strong> collective responsibility <strong>of</strong> all stakeholders, participat<strong>in</strong>g <strong>countries</strong> <strong>and</strong><br />

organizations, to work for <strong>the</strong> full implementation, protection <strong>and</strong> guarantee <strong>of</strong> <strong>the</strong> basic right to<br />

<strong>education</strong> from basic to higher <strong>education</strong> <strong>in</strong> terms <strong>of</strong> mak<strong>in</strong>g <strong>education</strong> available, accessible,<br />

acceptable <strong>and</strong> adaptable.
