The Bureau <strong>of</strong> Field Coord<strong>in</strong>ation (BFC) is key player <strong>in</strong> <strong>the</strong> realization <strong>of</strong> “UNESCO policy <strong>of</strong><br />

decentralization”. BFC provides adm<strong>in</strong>istrative supervision <strong>and</strong> general support to UNESCO‟s<br />

network <strong>of</strong> national, cluster <strong>and</strong> regional <strong>of</strong>fices. It is responsible for review<strong>in</strong>g <strong>and</strong> improv<strong>in</strong>g<br />

methodologies, tools <strong>and</strong> approaches for an equitable<br />

apportion<strong>in</strong>g <strong>of</strong> operat<strong>in</strong>g costs among field <strong>of</strong>fices <strong>and</strong><br />

for monitor<strong>in</strong>g expenditure <strong>and</strong> ensur<strong>in</strong>g cost efficiency.<br />

It also plays an effective <strong>role</strong> <strong>in</strong> mak<strong>in</strong>g sure UNESCO‟s<br />

effective presence <strong>and</strong> visibility <strong>in</strong> <strong>the</strong> field. It is also<br />

responsible for consolidat<strong>in</strong>g UNESCO strategies <strong>and</strong><br />

facilitat<strong>in</strong>g smooth flow <strong>of</strong> <strong>in</strong>formation <strong>and</strong> <strong>in</strong>teractions<br />

between Headquarters <strong>and</strong> field <strong>of</strong>fices <strong>in</strong> this way it acts<br />

as liaison with <strong>the</strong> correspond<strong>in</strong>g <strong>in</strong>ter-agency<br />

mechanisms (UNESCO, 2010). There are 56 UNESCO field <strong>of</strong>fices worldwide. The distribution<br />

<strong>of</strong> <strong>the</strong>se <strong>of</strong>fices by region is as:<br />
