execution <strong>of</strong> <strong>the</strong>se adopted programs<br />

To summon <strong>in</strong>ternational conferences when deemed fit <strong>and</strong> desirable<br />

To adopt proposals for conventions <strong>and</strong> recommendations<br />

To advise <strong>the</strong> United Nations (UNO) <strong>in</strong> <strong>education</strong>al, scientific <strong>and</strong> cultural matters when<br />

necessary<br />

To consider reports received from <strong>the</strong> Member States on action taken upon recommendations<br />

<strong>and</strong> conventions<br />

To elect <strong>the</strong> members <strong>of</strong> <strong>the</strong> Executive Board for <strong>the</strong> period <strong>of</strong> four years<br />

To appo<strong>in</strong>t <strong>the</strong> Director General on <strong>the</strong> recommendation <strong>of</strong> <strong>the</strong> Executive<br />

2) The Executive Board<br />

The Board is comprised <strong>of</strong> <strong>the</strong> representatives <strong>of</strong> <strong>the</strong>ir respective governments. The<br />

Board meets twice <strong>in</strong> a year. The ma<strong>in</strong> responsibilities <strong>of</strong> <strong>the</strong> executive board are:<br />

To prepare <strong>the</strong> agenda for <strong>the</strong> General Conference<br />

To exam<strong>in</strong>e <strong>the</strong> draft program<br />

To exam<strong>in</strong>e <strong>the</strong> budget estimates submitted to it by <strong>the</strong> Director General<br />

To make recommendations to <strong>the</strong> General Conference<br />

To execute <strong>the</strong> adopted programs<br />

3) The Secretariat<br />

The Director General <strong>of</strong> <strong>the</strong> organization <strong>and</strong> his staff makes secretariat. The Director<br />

General (DG) is <strong>the</strong> chief adm<strong>in</strong>istrative <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> secretariat. DG is appo<strong>in</strong>ts <strong>the</strong> staff <strong>and</strong><br />

decides <strong>the</strong> structure <strong>of</strong> <strong>the</strong> secretariat <strong>in</strong> <strong>the</strong> framework <strong>of</strong> <strong>the</strong> budget <strong>and</strong> programs approved by<br />

<strong>the</strong> General Conference. Though he does not have a right to vote, he participates <strong>in</strong> all meet<strong>in</strong>gs<br />

<strong>of</strong> <strong>the</strong> Conference <strong>and</strong> <strong>the</strong> Board. The Director General <strong>and</strong> <strong>the</strong> staff are not fully <strong>in</strong>dependent <strong>in</strong><br />

<strong>the</strong>ir actions responsible:<br />
