16 November 1945, came <strong>in</strong>to force on 4 November 1946 after ratification by twenty <strong>countries</strong>:<br />

Australia, Brazil, Canada, Ch<strong>in</strong>a, Czechoslovakia, Denmark, Dom<strong>in</strong>ican Republic, Egypt,<br />

France, Greece, India, Lebanon, Mexico, New Zeal<strong>and</strong>, Norway, Saudi Arabia, South Africa,<br />

Turkey, United K<strong>in</strong>gdom <strong>and</strong> United States. The first session <strong>of</strong> <strong>the</strong> General Conference <strong>of</strong><br />

UNESCO was held <strong>in</strong> Paris from 19 November to 10 December 1946 with <strong>the</strong> participation <strong>of</strong><br />

representatives from 30 governments entitled to vote.<br />

5.1.1.2 Structure <strong>and</strong> governance: UNESCO Organs<br />

Accord<strong>in</strong>g to <strong>the</strong> UNESCO constitution (Article IV-VI), <strong>the</strong> organization <strong>in</strong>cludes three organs:<br />

1) The general conference, 2) The executive board, 3) The secretariat<br />

The General Conference is composed <strong>of</strong> representatives <strong>of</strong> <strong>the</strong> member states. From 1946<br />

to 1952 General Conference met every year but s<strong>in</strong>ce 1952 it meets every second year. The ma<strong>in</strong><br />
