Nations Organizations (UNO) has five major technical agencies; FAO, IAEA, ILO, UNESCO<br />

<strong>and</strong> WHO (Burnett, 2010), among <strong>the</strong>se bodies UNESCO is <strong>the</strong> only organization, which has a<br />

m<strong>and</strong>ate to work for higher <strong>education</strong> (Davis & Mutch, 2006). On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong> OECD is an<br />

<strong>in</strong>tellectual face <strong>of</strong> global capitalism. It dissem<strong>in</strong>ates analysis, suggestions <strong>and</strong> policy<br />

recommendation to make higher <strong>education</strong> responsive to <strong>the</strong> knowledge based economy.<br />

Contrary to UNESCO <strong>and</strong> OECD, <strong>the</strong> World Bank is purely a development <strong>in</strong>stitution engaged<br />

<strong>in</strong> all fields related to socio-economic development. Like o<strong>the</strong>r fields, it provides loans <strong>and</strong> as<br />

well as technical <strong>and</strong> expertise support to <strong>the</strong> field <strong>of</strong> <strong>education</strong> also, <strong>in</strong>clud<strong>in</strong>g higher <strong>education</strong><br />

(The World Bank, 2002).<br />
