5 Models <strong>of</strong> change: IGOs’ <strong>role</strong> <strong>in</strong> <strong>Asian</strong> <strong>Higher</strong> Education<br />

The <strong>in</strong>creased dem<strong>and</strong> <strong>of</strong> higher <strong>education</strong> <strong>and</strong> its multilateral importance have broadened <strong>the</strong><br />

need for cooperative <strong>in</strong>teraction model where multiple actors <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>ternational <strong>in</strong>stitutions<br />

<strong>and</strong> organizations work toge<strong>the</strong>r to achieve collective objectives. This boost <strong>in</strong> <strong>the</strong> dem<strong>and</strong> is a<br />

deviation from traditional s<strong>in</strong>gle actor model where state is responsible for all matters <strong>and</strong> it is<br />

<strong>the</strong> sole player also. With <strong>the</strong> passage <strong>of</strong> time <strong>the</strong>re has been a grow<strong>in</strong>g emphasis on <strong>the</strong><br />

cooperative <strong>in</strong>teraction through <strong>in</strong>ternational organization particularly through IGOs. These<br />

bodies are giv<strong>in</strong>g different <strong>in</strong>puts to member <strong>countries</strong> <strong>and</strong> organizations. These <strong>in</strong>puts <strong>in</strong>clude<br />

policy advice, analytical work, pilot<strong>in</strong>g <strong>of</strong> <strong>in</strong>novations, knowledge exchange, capacity-build<strong>in</strong>g<br />

<strong>of</strong> states <strong>and</strong> <strong>in</strong>stitutions, tra<strong>in</strong><strong>in</strong>g <strong>of</strong> teachers, consensus-build<strong>in</strong>g among <strong>education</strong> stakeholders,<br />

network<strong>in</strong>g <strong>of</strong> stakeholders, shar<strong>in</strong>g <strong>of</strong> statistics, research <strong>and</strong> experiences, f<strong>in</strong>anc<strong>in</strong>g <strong>of</strong><br />

<strong>education</strong>, assessment <strong>of</strong> learn<strong>in</strong>g etc.<br />

As <strong>the</strong>re exists diversity <strong>in</strong> socio-political structure, culture, <strong>education</strong> systems <strong>and</strong><br />
