EXPANSION OF ECHS NETWORK : ADMINISTRATIVE INSTRUCTIONS<br />
FOR OPERATIONALISATION OF 199 ADDL POLYCLINICS<br />
1. Reference:-<br />
(a) Govt of India, Min of Defence letter No 22D(44)/2007/US(WE)/D(Res) dated<br />
18 Oct 2010 (for 199 addl Polyclinics).<br />
(b) Govt of India, Min of Defence letter No 22(1)/01/US(WE)/D(Res) dt 30 Dec<br />
2002 and policy letters circulated through ECHS compendium dated 15 Dec 2005<br />
(issued by Central Org ECHS).<br />
2. Establishment and operationalisation of 199 additional ECHS Polyclinics, including<br />
17 Mobile Polyclinics (Type E) has been ordered vide Govt of India, MoD letter No<br />
22D(44)/2007/US(WE)/D(Res) dt 18 Oct 2010. Establishment and operationalisation shall<br />
be undertaken by respective Service/Comd HQ.<br />
3. Responsibility. Establishment of new Regional Centres and Polyclinics shall<br />
be undertaken by respective Service and Comd HQ. Responsibility/Command & Control<br />
matrix is given at Appendix A.<br />
4. Sequence of Operationalisation. New Regional Centres would be operationalised<br />
by 01 Apr 2011. New ECHS Polyclinics would be operationalised in three phases.<br />
Details are given at Appendix B. Polyclinics included under Priority-II and Priority-III lists<br />
may be established/operationalised earliest under orders from respective<br />
service/Command. Planned schedule is as follows:-<br />
(a) Priority-I. Earliest but not later than 01 Oct 2011.<br />
(b) Priority-II Earliest but not later than 01 Apr 2012.<br />
(c) Priority-III Earliest but not later than 01 Apr 2013.
5. Accomodation.<br />

(a) Existing service accommodation would be provided for establishing new<br />
Regional Centres through rationalization.<br />
(b) For Polyclinics, existing service/Govt accommodation shall be utilized.<br />
(c) In non-mil stations, Service accommodation where available shall be utilized.<br />
In other districts, Zila Sainik Welfare accommodation may be utilized for<br />
establishment/ operationalisation of polyclinics.<br />
(d) Where none of the above are available, suitable accommodation may be<br />
hired as per existing regulations.<br />
(f) Process of identification and procurement of suitable land for permanent<br />
polyclinic building be undertaken in early time frame.<br />
(g) Where such land is available, process of construction of Polyclinic building<br />
be initiated.<br />
(h) Attempt be made <strong>to</strong> co-locate ECHS Polyclinics with other elements of<br />
Sainik Welfare, viz, ESM CSD, Sainik Welfare Office/Welfare infrastructure as per<br />
existing guidelines of the MoD(ESW).<br />
(j) Active involvement of Dist Collec<strong>to</strong>rs/Deputy Commissioners be solicited in<br />
their capacity of President/Chairman of Zila Sainik Welfare Boards for obtaining<br />
land/accommodation free/on <strong>to</strong>ken lease rent. Station Commanders and Rajya/Zila<br />
Sainik Welfare Officers should work in close coordination for the above purpose.<br />
6. Medical/Non-medical Equipment. While the process for Central procurement<br />
has already been initiated, medical and non-medical equipment would be required <strong>to</strong> be<br />
made available on loan/permanent issue under the arrangement of respective<br />
service/commands.<br />
7. Manpower.<br />
(a) For Regional Centres. Posting of service manpower be ordered with<br />
immediate effect. Full administrative support would be provided under the<br />
arrangement of respective service/command/Station Headquarters.<br />
(b) For Polyclinics. The Station Commanders may start the process of<br />
employing following polyclinics staff on contractual basis with respect <strong>to</strong> the<br />
planned date of operationalisation of the polyclinics as per the existing rules:-<br />
(i) OIC Polyclinics - 1<br />
(ii) Medical Officer - 1<br />
(iii) Dental Officer - 1<br />
(iv) Paramedic & - As per authorization.<br />

8. Budgetary Support. For the current financial year, funds already allotted <strong>to</strong><br />
services/Command would be utilized for establishment and operation of new ECHS<br />
entities. Additional requirement of funds for current financial year be projected <strong>to</strong> the<br />
Central Organisation by 05 Dec 10. Services/Commands shall closely moni<strong>to</strong>r and<br />
support Station Commanders with regards <strong>to</strong> cash assignment procedure of ECHS.<br />
9. ECHS Policies/Guidelines would be complied with respect <strong>to</strong> operationalisation and<br />
functioning of new Regional Centres and Polyclinics.<br />
10. Reports. All activities related <strong>to</strong> operationalisation of new Regional Centres and<br />
