their office regarding individual case issues where DPSS programs could be relevant<br />
to assisting the family;<br />
• Implementation of the Linkages Screening Tool (DCFS 5122), which evaluates<br />
potential eligibility of families or individuals to DPSS programs;<br />
• Enhanced service coordination for eligible DCFS families simultaneously involved in<br />
CalWORKs/GAIN and Family Reunification Services (AB 429); and<br />
• Enhanced service coordination for DCFS families receiving Family Preservation<br />
Services and eligible for CalWORKs/GAIN.<br />
Two other Linkages strategies are under development, which would improve the<br />
coordination of services for homeless families as well as CalWORKs sanctioned<br />
families currently being served by both departments. In addition, we are working to<br />
enhance access to CalWORKs for relative caregivers through greater integration of<br />
DPSS eligibility staff at the DCFS Kinship Support Centers.<br />
The remainder of FY 07-08 will focus on completing development of these additional<br />
strategies and determining how well the key goals of Linkages are being met. These<br />
goals are:<br />
• Families or individuals known to DCFS who are not currently connected to DPSS<br />
resources, but could be, are provided with expedient methods to access DPSS<br />
programs;<br />
• Families who are involved in both CalWORKs and child welfare services have the<br />
opportunity to maximize resources and establish the foundation for coordinated case<br />
planning to provide a safe and stable home for their children while working toward<br />
economic self-sufficiency.<br />
Probation Title IV-E Initiatives<br />
Probation has identified these two initiatives as priority for Fiscal Year 2007-2008:<br />
• Enhanced Cross-Systems Case <strong>Assessment</strong> and Case Planning – combined<br />
assessment of mental health, substance abuse and behavioral problems – connect<br />
youth with most appropriate setting taking the above into account to limit number of<br />
placements. Using the LARRC, review of Juvenile Arrest/Probation history – The<br />
long range goal is to have 3 teams, l in each juvenile hall, consisting of a DMH<br />
Clinical Psychologist and a Probation Officer. Initially, there will be a pilot program<br />
located at Placement Administrative Services that will have one team for all 3<br />
juvenile halls consisting of 3 Placement Zero Incarceration Program (ZIP) DPOs and<br />
a DMH Clinical Psychologist.<br />
• Expansion of Multi-Systemic Therapy (MST) and Functional Family Therapy (FFT)—<br />
Probation has adopted MST and FFT as the fist line treatment approach to serve<br />
youth at risk of removal from the home and youth returning home from congregate<br />
care. MST and FFT were identified as program initiatives that have demonstrated<br />
reductions in long-term rates of re-arrest, reductions in Out of Home placements,<br />
