Victor Hugo <strong>Olmsted</strong>, born at Akron, Ohio, came to Wash<strong>in</strong>gton,<br />

D. C, at an early age where he received his education, attend<strong>in</strong>g Spencerian<br />

Bus<strong>in</strong>ess College and Columbian University. Was appo<strong>in</strong>ted clerk <strong>in</strong><br />

<strong>the</strong> Tenth Census <strong>of</strong> <strong>the</strong> U. S. and rose to be chief <strong>of</strong> his division <strong>in</strong> statistics<br />

<strong>the</strong>re. Was graduated with high honors <strong>in</strong> law and admitted to <strong>the</strong> Bar <strong>in</strong><br />

1882, <strong>in</strong> Wash<strong>in</strong>gton, D. C. Specialized <strong>in</strong> statistics, and did valuable work<br />

<strong>in</strong> <strong>the</strong> Labor Bureau under Carroll D. Wright, publish<strong>in</strong>g several authoritative<br />

works as <strong>the</strong> result <strong>of</strong> personal <strong>in</strong>vestigation. Made one <strong>of</strong> <strong>the</strong> Directors<br />

<strong>of</strong> <strong>the</strong> First Cuban Census <strong>in</strong> 1898, and later, <strong>of</strong> <strong>the</strong> Philipp<strong>in</strong>e Census. In
