Constitution <strong>of</strong> the In May tliG conveiitioii for fram<strong>in</strong>g the cou-<br />

United states. stitutioii <strong>of</strong> tliG United states convened at<br />

Philadelphia. It did not get to work, however,<br />

till June. After a session <strong>of</strong> four months a document<br />

was prepared which was submitted to the several states for<br />

ratification. A convention for that purpose was held <strong>in</strong><br />

<strong>Massachusetts</strong> <strong>in</strong> January, 1788. <strong>Northampton</strong> made<br />

choice <strong>of</strong> Caleb Strong and Benjam<strong>in</strong> Sheldon as dele-<br />

gates. They were chosen at a meet<strong>in</strong>g held <strong>in</strong> the preced<strong>in</strong>g<br />

November. A committee was appo<strong>in</strong>ted to prepare an<br />

address, express<strong>in</strong>g the sentiments <strong>of</strong> the people touch<strong>in</strong>g<br />

the important bus<strong>in</strong>ess for which they were appo<strong>in</strong>ted.<br />

This document, signed by the chairman <strong>of</strong> the committee,<br />

is extended <strong>in</strong> full upon the town records. It is as follows :<br />

" In Conformity to a resolution <strong>of</strong> the Gen'l Court <strong>of</strong> the 25"' <strong>of</strong> Oc-<br />

tober last, We have Delegated you to meet <strong>in</strong> State Convention on the<br />

Second Wednesday <strong>of</strong> January next, for the purpose <strong>of</strong> Adopt<strong>in</strong>g or<br />

reject<strong>in</strong>g the Reported Constitution for the United States <strong>of</strong> America.<br />

The object <strong>of</strong> your Mission Gentlemen is <strong>of</strong> the Highest magnitude <strong>in</strong><br />

Human affairs. Much time & unwearied application are requisite <strong>in</strong><br />

order thoroughly to Investigate it. The Civil Dignity <strong>of</strong> this State ;<br />

<strong>of</strong> the United States ; and perhaps <strong>of</strong> Humanity are Suspended upon<br />

this Momentus Question ;<br />

& We wish you Gentlemen patiently to hear<br />

& attentively to Exam<strong>in</strong>e every argument that Shall be <strong>of</strong>fered for or<br />

aga<strong>in</strong>st <strong>its</strong> Adoption. Be not unduly <strong>in</strong>fluenced by Local Considerations.<br />

Let j'our m<strong>in</strong>d be Impressed with the Necessity <strong>of</strong> hav<strong>in</strong>g an<br />

Equal Energettick federal Government. 'Tis the welfare <strong>of</strong> the Union<br />

as well as <strong>of</strong> <strong>Massachusetts</strong> that you are to Consult. And while you<br />

are tenacious <strong>of</strong> the rights & Priviledges <strong>of</strong> the People, be not aflfraid<br />

to Delegate to the federal Government Such Powers as are absolutely<br />

Necessary for advanc<strong>in</strong>g & Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g our National Honor & happi-<br />

ness. But Gentlemen we mean not to give you Positive <strong>in</strong>structions<br />

relative to your Vot<strong>in</strong>g for or aga<strong>in</strong>st the reported Constitution. When<br />

<strong>in</strong> convention you will Have the Collected wisdom <strong>of</strong> the State before<br />

you. Will hear all that can be said on the subject, & will Consequent-<br />

ly be able to form a Judicious op<strong>in</strong>ion ; and, hav<strong>in</strong>g the fullest Confidence<br />

<strong>in</strong> your Political wisdom. Integrity & Patriotism, we Cheer-<br />

fully (on our part) Submit the all important Question to your Decision.<br />

And we beseech the alwise Governor <strong>of</strong> the world to take the Convention<br />

under his holy <strong>in</strong>fluence, that so the result may be The best Good<br />

<strong>of</strong> the United States <strong>of</strong> America.<br />
