Alarge number of regular and<br />

temporary employees appointed<br />

in Bhopal Municipal Corporation<br />

(BMC), are working at the residences<br />

of ministers and IAS officers.<br />

The ministers and officers, who are<br />

being served by these employees, have<br />

no connection either with urban administration<br />

department or the BMC. It<br />

is interesting that the BMC, which generally<br />

cites shortage of employees as an<br />

excuse for its inefficient working, never<br />

bothered to recall these employees.<br />

It has become a trend that any officer<br />

posted at urban administration department<br />

( UAD) gets employees from the<br />

BMC posted at his/ her residence.<br />

These officers, even after their transfers<br />

from the UAD, do not stop availing<br />

the services of BMC employees and<br />

continue taking work from them.<br />

As per the list available with the Free<br />

Press, two BMC employees are posted<br />

at the residence of urban administration<br />

minister Babulal Gaur, three employees<br />

are deployed at environment<br />

minister Jayant Mallaiya’s place who<br />

was previously urban administration<br />

minister and one employee is deputed<br />

at the bungalow of health minister<br />

Narottam Mishra. One BMC employee<br />

is posted at the residence of Varghese,<br />

personal assistant to Mallaiya. As<br />

many as 4 BMC employees are serving<br />

at the residence of home minister<br />

Umashankar Gupta. Similarly, one<br />

BMC employee each is giving his services<br />

for years at the residence of mining<br />

development corporation chairman<br />

Rameshwar Sharma and former mayor<br />

Deepchand Yadav.<br />

Not only the ruling party but the Congress<br />

is also involved in this malpractice.<br />

At the residence of Congress former<br />

state president Suresh Pachauri<br />

and Union minister Kamalnath’s city-<br />

based residence, one each BMC employee<br />

is posted.<br />

Although the residence of minister<br />

Gaur and mayor Krishna Gaur is one<br />

but in the official records of the BMC,<br />

as many as two BMC employees are<br />

mentioned on duty at Mayor’s residence.<br />

Ramdayal Prajapati, former MiC president,<br />

might have lost Corporator’s<br />

election but still two BMC employees<br />

are serving at his residence. Bureaucrats<br />

are also sailing in the same boat<br />

as the political leaders in this respect.<br />

Bureaucrats namely Mohd. Suleiman,<br />

SN Mishra, KK Singh, SK Mishra, BR<br />

Naidu, Gulshan Bamra and MB Ojha<br />

are also availing the services of BMC<br />

employees at their respective residences.<br />

Sources said Pukhraj Maaru and<br />

Satyaprakash might have retired but<br />

the BMC employees are still serving at<br />

their residences.<br />

Chief Secretary R. Parasuram reviewed<br />

measures for effective curb on ragging<br />

at a high- level meeting here on<br />

Wednesday. The Chief Secretary described<br />

recent suicide by a pharmacy girl student as<br />

unfortunate and directed to put a blanket ban<br />

on physical and mental torture at college<br />

level.<br />

He said that educational institutions’<br />

negligence regarding ragging will not be<br />

tolerated. The Chief Secretary directed college<br />

principals and faculty members to ensure<br />

necessary measures before and after the<br />

session.<br />

Besides, the Chief Secretary directed<br />

divisional commissioners to ensure that<br />

meetings of committees headed by collectors<br />

should be held where government colleges<br />

and private educational institutions should be<br />

apprised of directives of the Supreme Court<br />

Capital<br />

and State Government regarding ragging.<br />

The Chief Secretary said that even a single<br />

incident of ragging should be taken seriously<br />

and efforts should be undertaken prevent its<br />

recurrence. Educational institutions should<br />

remain alert in this regard. He directed to<br />

ensure compliance with directives for<br />

complete curb on ragging and counselling of<br />

Narendra Modi with Sardar Patel, known as<br />

India's iron man.<br />

"The stature and work of Shri Narender<br />

Modi can only be compared with Sardar Patel,"<br />

Mr Chouhan tweeted on Saturday.<br />

Mr Chouhan's tweet came a day before the<br />

Gujarat Chief Minister's mega rally in Hyderabad<br />

to kick off the BJP's election campaign<br />

for the 2014 general elections. Mr Modi<br />

was recently anointed as the BJP's campaign<br />

committee chief, a move many see as the party's<br />

plan to project him as its prime ministerial<br />

candidate for the national elections.<br />

Mr Modi's detractors, however, accuse him<br />

of not doing enough to protect hundreds of<br />

Muslims from being killed during the Gujarat<br />

(UAD) Minister Babulal Gaur<br />

on Sunday inaugurated the State’s first ‘Dental<br />

world and oral cancer research centre’<br />

here. The centre was developed by Dr Chandresh<br />

Shukla, vice president of Madhya<br />

Pradesh Dental Council.<br />

On this occasion, AIIMS director Dr<br />

Sandeep Kumar and State Congress chief<br />

Kantilal Bhuria were also present. The centre<br />

was the first in MP to use peizon laser<br />

technology for dental diagnosis and will focus<br />

on to providing the world class treatment<br />

at affordable price. In this new dental care<br />

centre, 35,000 BPL card holders will be provided<br />

free dental treatment. People from media<br />

and police will also get free dental treatment<br />

in this centre.<br />

Dental care centre is a state-of-the-art practice<br />

focusing on the patient experience and<br />

high-quality dentistry. The practice is completely<br />

digital and virtually paperless using<br />

the latest materials and techniques. There<br />

will be facilities of computerised cancer<br />

screening and X-ray etc in ‘Dental World and<br />

Oral Cancer Research Center’.<br />

On the occasion, Dr Shukla said, “Madhya<br />

Pradesh has seen a surge of 23 per cent in<br />

dental patients every year. It is a matter of<br />

great concern that Bhopal has got maximum<br />

number of oral cancer patients in Asia, due<br />

to the changing lifestyle and eating habits.<br />

The awareness towards having a dental treatment<br />

is increasing day by day and the city is<br />

a potential market for the same with around<br />

23,000 patients being treated every day.”<br />

Dr Shukla informed that India has one of<br />

the highest rates of oral cancer and dental<br />

disorders in the world. More than 80,000 new<br />

cases are reported every year across the<br />

country. The NCRP study reported 35,000 cases<br />

of oral cancer in Madhya Pradesh alone in<br />

addition to the other oral disorders, we will<br />

focus on to use our expertise to give the best<br />

available solution in this direction.<br />

Negligence regarding ragging will not be tolerated: CS<br />

Female faculty members must be invariably<br />

included in university- level committees<br />

headed by Dean Students Welfare. The Chief<br />

Secretary also directed to issue written<br />

directives to educational institutions.<br />

active. Besides, directives have been given to<br />

form anti-ragging squad in every educational<br />

institution.

Cong ready to do anything to shore<br />

up its numbers in Lok Sabha polls<br />

With every opinion poll predicting<br />

the downfall of the<br />

Congress in the next Lok<br />

Sabha election and its virtual decimation<br />

in Andhra Pradesh, the party<br />

has begun to show its true<br />

colours — it appears to be willing<br />

to do anything to shore up its numbers<br />

in the next Lok Sabha, even if<br />

this means encouraging divisive<br />

tendencies and endangering national<br />

unity.<br />

This may sound harsh, but there<br />

can be no other inference to the<br />

cynical manner in which the party<br />

has decided to bifurcate Andhra<br />

Pradesh and create the new state of<br />

Telangana. This decision of the<br />

party, as everyone can see, is primarily<br />

aimed at securing some Lok<br />

Sabha seats in the Telangana region<br />

at least, since it is unable to<br />

face the challenge posed by Jaganmohan<br />

Reddy’s YSR Congress in<br />

the Andhra region. Thus, for the<br />

sake of a few Lok Sabha seats in<br />

one election, the Congress Working<br />

Committee has decided to divide a<br />

State at this juncture. This could<br />

well turn out to be a grind stone<br />

round the nation’s neck, given the<br />

rash of statehood demands that the<br />

Telangana announcement has<br />

prompted.<br />

Already, a dozen new demands<br />

have sprung up. The Bodos and the<br />

Gorkhas have resumed their violent<br />

agitations for creation of<br />

Bodoland and Gorkhaland;<br />

Mayawati has reiterated her demand<br />

for breaking up Uttar<br />

Pradesh into four States: Purvanchal,<br />

Bundelkhand, Awadh<br />

Pradesh and Paschim Pradesh; Ajit<br />

Singh has once again raised the<br />

flag of Harit Pradesh; politicians<br />

of Vidharbha have suddenly re-discovered<br />

the virtues of a separate<br />

Vidharbha State; the Coorgis are<br />

clamouring for a separate State,<br />

and finally, there are political parties<br />

in Tamil Nadu who want to<br />

break up the Tamil State.<br />

On the face of it, it looks rather<br />

harmless — mere formation of<br />

new States within the Indian<br />

Union. But, there is every danger<br />

that all this will lead to agitations<br />

in each region of the country, unleashing<br />

forces that the weak Manmohan<br />

Singh Government is unable<br />

to contain.<br />

After keeping the Telangana issue<br />

on the backburner for close to 60<br />

years, the decision of the CWC<br />

smacks of desperation and recklessness,<br />

because the timing is all<br />

wrong for the following reasons:<br />

While the creation of smaller<br />

States made sense 30 years ago, the<br />

political situation in India has<br />

changed rather dramatically in recent<br />

times leading to the emergence<br />

of dozens of small, regional<br />

parties and unstable coalitions at<br />

the Centre. The most dangerous<br />

consequence of these developments<br />

is that it has enfeebled the<br />

Centre and made it extremely weak<br />

and vulnerable. The best example<br />

of the Centre’s loss of strength is<br />

its failure to push through the idea<br />

of a unified National Counter-Terrorism<br />

Centre. A nation like India<br />

which is the most diverse society<br />

on earth in terms of race, culture,<br />

religion, caste and language and<br />

which has 28 States and many<br />

Union Territories, needs a strong<br />

Centre to hold it together.<br />

This was the case in the first 30<br />

years of our Republic, but as the<br />

Congress became more and more<br />

corrupt and opportunistic, regional<br />

politicians encashed on the Congress’s<br />

follies, stirred up regional<br />

sentiments and promoted smaller,<br />

denominational political entities to<br />

take on the Congress. The result is<br />

there for all of us to see now.<br />

Bureaucrats survive on the mercy of political rulers<br />

Till recently, nobody knew who<br />

she was. Like hundreds of<br />

other administrative officers<br />

in this country, she was also discharging<br />

her duties as the Sub-Divisional<br />

Magistrate (Sadar) in Noida,<br />

until her suspension for allegedly<br />

razing a wall of an underconstruction<br />

mosque triggered a<br />

political storm in the country.<br />

With the spotlight shifting on Durga<br />

Shakti Nagpal, the 28-year-old<br />

young IAS officer soon found herself<br />

caught in a bitter political war<br />

between the Centre and the state<br />

government. The suspension of<br />

Nagpal by the Chief Minister of Uttar<br />

Pradesh in just 41 minutes, as<br />

boasted by one of the Samajwadi<br />

Party leaders, has reignited an old<br />

debate over the harassment of honest<br />

civil servants by their political<br />

masters.<br />

Nagpal`s case proves the point<br />

that bureaucrats in India often survive<br />

on the mercy of their political<br />

rulers. There are hundreds of bureaucrats,<br />

police officers and civil<br />

servants across the country who<br />

perform and perish at the whims<br />

and wrath of their political masters.<br />

Interestingly, the malice does not<br />

stop at the top level only. Even the<br />

middle and the low level officers<br />

like Inspectors, Sub-Divisional<br />

Magistrates (SDMs) and Magistrates<br />

are often shunted from one<br />

post to another, within days, if they<br />

dare to oppose their masters.<br />

In the Durga Nagpal`s case what is<br />

even more shocking is the stand<br />

taken by the UP government on the<br />

issue and the CM`s lame justification<br />

for suspending the IAS officer<br />

that "if an official makes a mistake,<br />

he will be punished.”<br />

Shouldn`t the young CM have<br />

waited for some more time and<br />

sought a detailed report before ordering<br />

the suspension of Nagpal?<br />

Nagpal`s case has surely come as a<br />

major embarrassment for Akhilesh<br />

Yadav, who was considered as the<br />

chief architect of his party`s landslide<br />

victory in UP last year and<br />

was also seen as someone having<br />

the capability and willingness to<br />

change the political landscape of<br />

the state.<br />

Ironically, some poor decisions of<br />

the UP government have showed<br />

that Akhilesh is no better than his<br />

predecessor Mayawati. What would<br />

further embarrass the soft and<br />

suave CM is the report from the local<br />

intelligence and the Waqf<br />

Board, which claims that Nagpal<br />

had no role in demolishing the<br />

mosque wall. Here the timely intervention<br />

of Waqf Board, which has<br />

demanded that Nagpal be reinstat-<br />

ed, is commendable at this juncture.<br />

The developments prove that Nagpal<br />

was targeted for allegedly taking<br />

on the illegal mining mafias<br />

having close links with the ruling<br />

party in UP. It is now beyond doubt<br />

that the controversy surrounding<br />

the mosque wall was cooked up as<br />

an excuse to oust Nagpal for clamping<br />

down on state’s thriving trade<br />

in illegal sand mining.<br />

Whatever one says, the case raises<br />

several questions: - Shouldn`t<br />

politicians unite for an honest officer<br />

like Durga? Doesn`t the `41<br />

minute suspension` rhetoric of a<br />

SP leader expose UP govt`s claim of<br />

freeing the state from mafias and<br />

musclemen? Regardless of political<br />

compulsions, shouldn`t Prime Minister<br />

intervene to ensure justice to<br />

the IAS officer? Can the whole nation<br />

simply watch as an honest officer<br />

is victimised by the powerful<br />

politicians?<br />

It is high time that our empowered<br />

political rulers assess the fact<br />

whether there are adequate safeguards<br />

in place to protect executive<br />

functionaries working beyond the<br />

average call of duty to uphold the<br />

law.<br />

in state politics after the party<br />

brass was wiped out in the Bastar bloodbath.<br />

Amid intense infighting in the state Congress,<br />

the anti-Jogi camp has hit upon the<br />

'Krishna formula' to politically isolate Jogi<br />

and his supporters in the ensuing Assembly<br />

polls. Jogi's rivals are buoyed by the hugely<br />

successful Karnataka strategy to sideline<br />

SM Krishna to bounce back to power.<br />

Senior state Congress leaders are in talks<br />

to counter what they claim was Jogi's 'Balod<br />

plan' to sabotage the party if denied<br />

sweeping powers in party affairs. His critics<br />

say that the 2011 Balod bypoll saw three rebel<br />

Jogi sympathizers in the fray and this ensured<br />

BJP's victory.<br />

The 'Krishna formula' envisages marginalization<br />

of Jogi just weeks before elections to<br />

ensure he doesn't get enough time to<br />

sabotage the party and reduce dummy candidates<br />

in the fray. "In Karnataka, Congress<br />

veteran S M Krishna was sidelined and yet<br />

the party wrested power from BJP. In Chhattisgarh,<br />

it's time to adopt the same formula<br />

to by-pass Jogi to defeat the BJP," said a Congress<br />

leader.<br />

They feel Jogi will not be in a position to<br />

counter any such moves and his supporters<br />

will eventually fall in line. After the May 25<br />

Maoist attack that eliminated frontline Congress<br />

leaders, including the state Congress<br />

chief Nandkumar Patel, equations in the<br />

party has undergone a drastic change. During<br />

his two-year tenure as PCC chief, Patel<br />

had maintained a deft balance between rival<br />

groups. Now, state Congress president Charandas<br />

Mahant and Ajit Jogi are not even in<br />

talking terms. The Congress loss in the recent<br />

civic poll at Keshkal Nagar panchayat is<br />

an example of how a Jogi supporter defeated<br />

the Congress nominee. "Jogi has always put<br />

up candidates to defeat the official candidates,"<br />

a Congress leader said.<br />

Jogi loyalists, however, dismiss talks about<br />

the 'Krishna formula' as wishful thinking.<br />

"Jogi has a pan-Chhattisgarh appeal.<br />

Krishna and Jogi are different political personalities<br />

and circumstances in Chhattisgarh<br />

are different," said a Jogi loyalist.<br />

Recently, Jogi had put up a poster outside<br />

his house requesting partymen not to<br />

contact him for tickets for assembly polls.<br />

Wonder why sometimes why we are not<br />

content instead of doing all we can<br />

and all that can make us happy? There<br />

may be many reasons but the one I can think of<br />

right now is that one silly situation where we do<br />

everything but are just not able to be happy just<br />

because we always compare what we have got with<br />

what someone else has gotten! Sure, it is true that<br />

it is always good to look upon other people who are<br />

successful in order to get inspired. But don‘t you<br />

think it is a little too much burden when we cannot<br />

reach just where they are and then we start<br />

controlling our own life just to reach where they<br />

are standing in our eyes? We start to mould ourselves<br />

in a manner which allows us to reach a<br />

place like theirs, we train our brain to act the way<br />

they did and do in order to reach and stay where<br />

they are. But while doing this we totally forgot one<br />

thing that is called synchronization between our<br />

brain and heart, which is very important and<br />

when it goes away it literally spoils all the balance<br />

and ruins the very meaning of us being a different<br />

person that others. Just for the sake of following<br />

successful business persons and becoming just<br />

like them, an upcoming entrepreneur can ruin his<br />

career. In the craze of becoming a top model, a<br />

new one copies the poses of the famous ones and<br />

fails in the industry because the poses do not suit<br />

his body and face. Just in order to earn as much as<br />

his elder brother, a younger brother who is a newly<br />

passed finance graduate, follows his brother<br />

without knowing his own capabilities into the<br />

share market and loses all he has ever earned.<br />

Just in order to make his son as financially productive<br />

as the son of his friend is, a not very hap-<br />

py father ruins his son’s life by stopping him from<br />

doing the things of his choice like music, photography<br />

and electronics and forcing him to follow<br />

the guy his father likes more by inclining himself<br />

more towards working in a big corporation day<br />

and night and forgetting any social life he may<br />

have and losing all the happiness that comes from<br />

sources other than money.<br />

Sure money does matter but it sure isn’t all that<br />

matters! There are so many things in life that matter<br />

more than money, career and status. The<br />

biggest and most important of them all is true<br />

happiness. And then there is love, contentment,<br />

satisfaction, joy, compassion, sense of achievement,<br />

self esteem, liberty, passions, dreams, sensitivity,<br />

hope, wishes and desires, self confidence,<br />

motivation, inspiration, self actualization, spiritual<br />

realization, all of which can neither be compared,<br />

nor be achieved with money or with lot of<br />

money. Still there are so many people who run after<br />

other forms of happiness, which of course<br />

turn out to be superficial in the end. Other forms<br />

of happiness include money, fame, social status,<br />

good looks, physical, financial and material gains,<br />

etcetera, etcetera. The one form of happiness, in<br />

no case can include the other forms of happiness,<br />

because these two forms of happiness cannot live<br />

in one place. You can either go with your head, or<br />

with your heart, not with both, but yes, there can<br />

be a smart mix of both, a perfect balance between<br />

the both of them, the head and the heart. For, even<br />

for a successful business an enterprise must have<br />

one smarty pants and one close-to-the-employeesand-clients<br />

partner, or the business would fail and<br />

nothing will function the way it must. Still, many<br />

a people feel it satisfying enough to go only with<br />

the latter form of happiness, forcing themselves to<br />

lose all kind of emotional forms of it and adapt to<br />

what the ones who inspire them live with. Though<br />

it always ends up giving them something or the<br />

other, but what they get from it can never be called<br />

Happiness. They get things, they achieve things,<br />

they earn things, but they are not happy with the<br />

simple joys life offers to them. To them, there is always<br />

something missing, something that they do<br />

not have and someone else does.<br />

Why would someone do that? Why would someone<br />

not be happy with whatever they have got.<br />

May be because whatever we get is too close to us<br />

that we are not able to know it’s true value until it<br />

is gone or until we have to go far from it. Small<br />

forms of happiness like family dinners, a road<br />

trip with friends, the silence of a beach and the<br />

music that plays in our ears through those little<br />

earphones just pass us by and we do not even get<br />

to know how and when it happened. And if we do<br />

not know something good is happening to us, how<br />

can we realize its importance? What if it turns out<br />

that it is just “us” not giving ourselves a chance to<br />

live those little things. What if we are the culprit<br />

of our own lost piece of cake? From the day we are<br />

born, or let us say from the day we start to understand<br />

things, we are taught how to live, but not<br />

how to love, not how to be happy, but how to earn<br />

well, not how to make a family but how to build a<br />

house..Wishing for and acquiring all we need from<br />

monetary sources is not wrong, but is it a good<br />

thing to lose ourselves in order to become someone<br />

else who we think is leading a better life than<br />

us? Is it a good thing to lose our personality in order<br />

to be someone else? I won’t give the answer.<br />

For it is up to you to think and decide what is<br />

wrong and what is right, what is good and what is<br />

bad for your life. Sure we hear there are seven<br />

lives for everyone, but the truth is that we have got<br />

only one life and we can only live it once. So it is<br />

up to ourselves to decide whether we want to live<br />

it our own way, do what we like to do, act like ourselves,<br />

or to live it like someone we think is happy,<br />

do what they do in order to become who they are,<br />

without even really knowing if they are really<br />

happy or really who you think they are.<br />

So is it not an intelligent thing to do, to only be<br />

who we are, do whatever we like to do, live the way<br />

that makes us happy, be with those who love us the<br />

most, become the one who does what their passion<br />

is and love as if we have gotten only one day to<br />

live? Is it not right to be happy with what you have<br />

got, rather than looking at other people who you<br />

just think are happier than you doing what you do<br />

not do and being who you are not? Is it not right to<br />

always enjoy doing what you do rather than pick<br />

up something some successful person has done<br />

and wait for the happiness that you know is never<br />

going to come to you because it is not what you<br />

want to do, that happiness is not the kind that<br />

makes you happy, that person is not who you are.<br />

Everyone has their own kind of happiness; everyone<br />

has their own view of life. No two persons can<br />

be happy with the same thing. For there is no tried<br />

and tested formula for happiness and contentment.<br />

Just be who you are, just do what you like to<br />

do, just work where you can do what your passion<br />

is, just let your kids become what they want to be<br />

when they grow up. Do not try to make them what<br />

you once wanted to be, or someone you like. For<br />

everyone is a different person and everyone has<br />

their own way of being successful. Just wait and<br />

watch, the end will always surprise you. Because<br />

John Mason said "You're Born an Original, Don't<br />

Die a Copy!" So, enjoy life. Be happy. Be<br />

yourself. And be happy with what you do and who<br />

you are. The end will definitely not be how you<br />

China and India 'water grab' dams put ecology of Himalayas in danger<br />

More than 400 hydroelectric schemes are planned in the<br />

mountain region, which could be a disaster for the environment.<br />

India plans to construct 292 dams on rivers rising in Himalayas<br />

The future of the world's most famous mountain<br />

range could be endangered by a vast<br />

dam-building project, as a risky regional<br />

race forwater resources takes place in Asia.<br />

New academic research shows that India, Nepal,<br />

Bhutan and Pakistanare engaged in a huge "water<br />

grab" in the Himalayas, as they seek new sources<br />

of electricity to power their economies. Taken together,<br />

the countries have plans for more than 400<br />

hydro dams which, if built, could together provide<br />

more than 160,000MW of electricity – three times<br />

more than the UK uses.<br />

In addition, China has plans for around 100 dams<br />

to generate a similar amount of power from major<br />

rivers rising in Tibet. A further 60 or more dams<br />

are being planned for the Mekong river which also<br />

rises in Tibet and flows south through south-east<br />

Asia.<br />

Most of the Himalayan rivers have been relatively<br />

untouched by dams near their sources. Now the<br />

two great Asian powers, India and China, are rushing<br />

to harness them as they cut through some of<br />

the world's deepest valleys. Many of the proposed<br />

dams would be among the tallest in the world, able<br />

to generate more than 4,000MW, as much as the<br />

Hoover dam on the Colorado river in the US.<br />

The result, over the next 20 years, "could be that<br />

the Himalayas become the most dammed region in<br />

the world", said Ed Grumbine, visiting international<br />

scientist with the Chinese Academy of Sciences<br />

in Kunming. "India aims to construct 292<br />

dams … doubling current hydropowercapacity and<br />

contributing 6% to projected national energy<br />

needs. If all dams are constructed as proposed, in<br />

28 of 32 major river valleys, the Indian Himalayas<br />

would have one of the highest average dam densities<br />

in the world, with one dam for every 32km of<br />

river channel. Every neighbour of India with undeveloped<br />

hydropower sites is building or planning<br />

to build multiple dams, totalling at minimum 129<br />

projects," said Grumbine, author of a paper in Science<br />

China, which is building multiple dams on all the<br />

major rivers running off the Tibetan plateau, is<br />

likely to emerge as the ultimate controller of water<br />

for nearly 40% of the world's population. "The<br />

plateau is the source of the single largest collection<br />

of international rivers in the world, including the<br />

Mekong, the Brahmaputra, the Yangtse and the Yellow<br />

rivers. It is the headwater of rivers on which<br />

nearly half the world depends. The net effect of the<br />

dam building could be disastrous. We just don't<br />

know the consequences," said Tashi Tseri, a water<br />

resource researcher at the University of British<br />

Columbia in Canada.<br />

"China is engaged in the greatest water grab in<br />

history. Not only is it damming the rivers on the<br />

plateau, it is financing and building mega-dams in<br />

Pakistan, Laos, Burma and elsewhere and making<br />

agreements to take the power," said Indian geopolitical<br />

analyst Brahma Chellaney. "China-India disputes<br />

have shifted from land to water. Water is the<br />

new divide and is going centre stage in politics.<br />

Only China has the capacity to build these megadams<br />

and the power to crush resistance. This is effectively<br />

war without a shot being fired."<br />

According to Chellaney, India is in the weakest<br />

position because half its water comes directly from<br />

China; however, Bangladesh is fearful of India's<br />

plans for water diversions and hydropower.<br />

Bangladeshi government scientists say that even a<br />

10% reduction in the water flow by India could dry<br />

out great areas of farmland for much of the year.<br />

More than 80% of Bangladesh's 50 million small<br />

farmers depend on water that flows through India.<br />

Engineers and environmentalists say that little<br />

work has been done on the human or ecological impact<br />

of the dams, which they fear could increase<br />

floods and be vulnerable to earthquakes. "We do not<br />

have credible environmental and social impact assessments,<br />

we have no environmental compliance<br />

system, no cumulative impact assessment and no<br />

carrying capacity studies. The Indian ministry of<br />

environment and forests, developers and consultants<br />

are responsible for this mess," said Himanshu<br />

Thakkar, co-ordinator of South Asia Network on<br />

Dams, Rivers and People.<br />

China and India have both displaced tens of millions<br />

of people with giant dams such as the Narmada<br />

and Three Gorges over the last 30 years, but<br />

governments have not published estimates of how<br />

many people would have to be relocated or how<br />

much land would be drowned by the new dams.<br />

"This is being totally ignored. No one knows, either,<br />

about the impact of climate change on the rivers.<br />

The dams are all being built in rivers that are fed<br />

by glaciers and snowfields which are melting at a<br />

fast rate," said Tsering.<br />

Climate models suggest that major rivers running<br />

off the Himalayas, after increasing flows as<br />

glaciers melt, could lose 10-20% of their flow by<br />

2050. This would not only reduce the rivers' capacity<br />

to produce electricity, but would exacerbate regional<br />

political tensions.<br />

The dams have already led to protest movements<br />

in Uttarakhand, Himachal Pradesh, Sikkim, Assam<br />

and other northern states of India and in Tibet.<br />

Protests in Uttarakhand, which was devastated<br />

by floods last month, were led by Indian professor<br />

GD Agarwal, who was taken to hospital after a<br />

50-day fast but who was released this week.<br />

"There is no other way but to continue because<br />

the state government is not keen to review the dam<br />

policy," said Mallika Bhanot, a member of Ganga<br />

Avahan, a group opposing proposals for a series of<br />

dams on the Ganges.<br />

Governments have tried to calm people by saying<br />

that many of the dams will not require large reservoirs,<br />

but will be "run of the river" constructions<br />

which channel water through tunnels to massive<br />

turbines. But critics say the damage done can be<br />

just as great. "[These] will complete shift the path<br />

of the river flow," said Shripad Dharmadhikary, a<br />

leading opponent of the Narmada dams and author<br />

of a report into Himalayan dams. "Everyone will be<br />

affected because the rivers will dry up between<br />

points. The whole hydrology of the rivers will be<br />

changed. It is likely to aggravate floods.<br />

"A dam may only need 500 people to move because<br />

of submergence, but because the dams stop the river<br />

flow it could impact on 20,000 people. They also<br />

disrupt the groundwater flows so many people will<br />

end up with water running dry. There will be devastation<br />

of livelihoods along all the rivers."

Bird flu alert in Chhattisgarh: 4,500 birds culled<br />

flu (avian influenza) in Chhattisgarh,<br />

the rapid response team of Animal<br />

Husbandry's Veterinary Department,<br />

commenced disinfection in the region,<br />

killing more than 4,000 birds there.<br />

S K Pandey, director, Animal Husbandry<br />

Department, said, "The cleaning<br />

and sanitation work is underway<br />

in both the affected areas which would<br />

finish soon. An area of one kilometer<br />

around the radius of infected zones<br />

would be sanitized. We had an inspection<br />

meeting with the alertness committee,<br />

health, forest and revenue officials<br />

after the Union ministry advised<br />

killing the birds in the affected areas.<br />

Nearly 2,500-3,000 birds have already<br />

died out of which 500 were in Anjora<br />

farm, Durg district and 3,000 in Jagdalpur's<br />

Kukkut farm."<br />

He said that the birds, including<br />

hens and ducks, would be killed and<br />

buried there itself along with disposing<br />

off of their eggs, litter and disinfection<br />

of their shed. Pandey said that<br />

the department will have to be aware<br />

about every single death of birds and<br />

inform the Centre.<br />

"Nearly 4,500 birds would be killed in<br />

this process after which the situation<br />

will come under control as no selling<br />

and distribution of these birds being<br />

undertaken. Hence, chances of<br />

spreading the infection are rare,"<br />

Pandey said adding the department<br />

has imposed a ban on the movement<br />

of poultry products from the infected<br />

region to alerted zones.<br />

Few officials claimed that the poultry<br />

birds are also exposed to high risk<br />

of bird flu and with the severity of disease,<br />

selling and purchasing from other<br />

states has been banned for next few<br />

months.<br />

Refuting the claims, Dhanraj Banerjee,<br />

director, egg industry, said that it<br />

was important for people to understand<br />

that with so many bird flu alerts<br />

in West Bengal, Bangalore and Orissa<br />

there have been no declared cases of<br />

human infection so far.<br />

It commonly happens with the local<br />

breeds kept in government universities<br />

and veterinary colleges which are<br />

not vaccinated properly. "Consumers<br />

get scared after such alerts but they<br />

needn't worry because the poultry<br />

birds or the commercial farming<br />

breed are white feathered which undergo<br />

advanced technique lab tests.<br />

reports that the poultry business has<br />

been affected with fewer sales of eggs<br />

Chhattisgarh: Why Naxal violence is increasing?<br />

Some time ago, Chhattisgarh hit the<br />

headlines because of a Maoist attack<br />

on state Congress leaders, in which<br />

V.C. Shukla and Mahendra Karma died.<br />

Since then, the Congress has accused the<br />

BJP government of a conspiracy, and some<br />

BJP leaders have accused former chief minister<br />

Ajit Jogi of being part of a conspiracy<br />

himself. Politicising this tragic episode is<br />

not the best way to understand why Chhattisgarh<br />

has become a Maoist stronghold.<br />

Today, the state is the worst affected by<br />

Maoist-related violence. According to<br />

sources, between 2005 and June 2013, over<br />

2,000 lives have been lost in this guerillalike<br />

war, including 755 members of the security<br />

forces, 662 militants and 638 civilians.<br />

That is twice more than in Jharkhand<br />

and about four times more than in West<br />

Bengal and Ori6ssa.<br />

There is a history behind the entrenchment<br />

of the Naxals in Chhattisgarh. It started<br />

in the late 1970s, when Maoists from<br />

Andhra Pradesh initiated the Go to Villages<br />

Campaign, which prepared them to work<br />

among the tribals, then subjugated by landlords<br />

and the state. The latter limited their<br />

access to forest products such as tendu<br />

leaves, not to mention the violent scorn<br />

with which the police treated tribal people.<br />

When the Naxalites were repressed by the<br />

Andhra government in the 1980s, they used<br />

southern Chhattisgarh, and more especially<br />

Bastar (roughly equivalent to the region<br />

known as Dandakaranya), as a base, because<br />

the jungle made them difficult to<br />

track down.<br />

This sanctuary gradually turned into a<br />

laboratory. Militants from the cities learned<br />

the local dialect, sometimes married tribal<br />

women and, above all, obtained better<br />

wages for Adivasis who gathered tendu<br />

leaves and bamboo stalks for paper mills.<br />

These successes were made possible by intimidation<br />

and an effort to organise the<br />

tribal people, which in 1989, culminated in<br />

the foundation of the Dandakaranya Adivasi<br />

Mazdoor Kisan Sangh. Himanshu Kumar,<br />

a Gandhian activist who established<br />

his ashram in Dantewada (Bastar South),<br />

has given valuable testimony to these reasons<br />

for the Maoists' popularity.<br />

to create the state of<br />

Telangana, Maharashtra had anticipated<br />

the clamour for a separate Vidarbha<br />

state. This demand has divided<br />

the political class vertically, even<br />

as people from the region weigh the<br />

pros and cons of the issue.<br />

The Congress Party has yet to make<br />

up its mind over the creation of a<br />

separate Vidarbha, since this matter<br />

had been referred to a high-level<br />

committee then headed by Pranab<br />

Mukherjee. Congress leaders from<br />

the region in favour of the demand,<br />

are awaiting the party high command’s<br />

final word on the matter. The<br />

former MPCC president Ranjit Deshmukh<br />

lost his post as the party’s state<br />

chief on account of his support for<br />

this cause. Veterans from the region,<br />

like Vasant Sathe, N K P Salve and N<br />

K Tirpude had always supported the<br />

demand, once they were dismayed by<br />

the treatment given to the region.<br />

Muttemwar, has been at the forefront<br />

of the demand. Other prominent<br />

leaders include Datta Meghe and<br />

several thousand farmers’ suicides<br />

during the last decade, despite<br />

by the administration have remained<br />

very marginal.

Eid. After the operation Salman will fly to UK this week. Talking<br />

Given the recent outburst of frauds and the<br />

negative consequences associated with it, the<br />

organizations are pressed to invest time and<br />

resources towards fighting fraud. However, there has<br />

always been a debate as to as to whether these<br />

efforts should be dedicated to fraud prevention or<br />

fraud detection.<br />

☛ Fraud prevention<br />

Having discussed earlier about why frauds take<br />

place, it would seem that one of the most effective<br />

ways to deal with the fraud is to create an<br />

environment that will decrease motive, restrict<br />

opportunity and limit the ability for any potential<br />

fraudsters to rationalise their actions.<br />

Fraud Prevention techniques include the<br />

introduction of policies, procedures and<br />

internal controls, and activities such as<br />

staff training and fraud awareness to<br />

stop occurrence of frauds. It is profitable<br />

to prevent losses, and fraud prevention<br />

activities can help to ensure the stability<br />

and continued existence of a business.<br />

The studies in the area of frauds have indicated that<br />

the organisations are able to recover less than 20<br />

percent from the value of frauds and recovery<br />

process is often difficult and lengthy. As such, it is<br />

preferable to try to prevent the loss from occurring<br />

in the first place and the old adage ‘prevention is<br />

better than cure’ certainly applies to fraud.<br />

Having talked about the benefits of prevention,<br />

one has to bear in mind though, that fraud<br />

prevention techniques, while worth investing in,<br />

cannot and will never be able to provide 100%<br />

protection from frauds and fraudsters. It is difficult, if<br />

not impossible and at times not economically viable<br />

to remove all opportunities for perpetrating fraud.<br />

☛ Fraud detection<br />

As adopting fraud prevention methods may not<br />

prevent all potential perpetrators, organisations<br />

should ensure that adequate systems are in place<br />

that will facilitate discovery of frauds at the earliest<br />

and before much damage is done. This can be<br />

achieved through fraud detection. A fraud detection<br />

strategy should involve use of data analysis, reviews<br />

and other procedures to highlight anomalies, and<br />

entails a clearly laid down and defined reporting<br />

mechanisms that provides for communication of<br />

suspicious activities. Fraud detection may highlight<br />

ongoing frauds that are taking place or incidents of<br />

frauds that have already happened. Such schemes<br />

may not be affected by the introduction of<br />

prevention techniques and, even if the frauds are<br />

prevented in the future, recovery of losses from<br />

frauds that have already taken place will only be<br />

possible through fraud detection. Recovery of the<br />

losses is only one of the objectives of fraud detection<br />

programme though and fraudulent behavior should<br />

not be ignored just because there may be no<br />

recovery of losses. Fraud detection also helps in<br />

improvement of internal systems and controls, which<br />

is a continuous and evolving process. Most of the<br />

fraudsters exploit gaps and deficiencies in internal<br />

control systems of an organisation. Through<br />

detection of such frauds, internal controls can be<br />

tightened making it more difficult for potential<br />

fraudsters. Detection framework and subsequent<br />

steps taken to punish the fraudsters also acts as a<br />

deterrent for future frauds.<br />

Fraud prevention and fraud detection both have an<br />

important role to play in an organisation’s fight<br />

against frauds and it is unlikely that either will fully<br />

succeed without the other. Therefore, it is important<br />

that organisations consider both fraud prevention<br />

and fraud detection in designing an effective<br />

strategy to manage the risk of fraud.<br />

NEW DELHI<br />

Prime Minister Manmohan Singh today congratulated<br />

scientists and defence personnel on the reactor on India’s<br />

first nuclear submarine INS Arihant going critical,<br />

calling it a “giant stride” in the progress of the country’s<br />

indigenous technological capabilities.<br />

“I am delighted to learn that the nuclear propulsion reactor<br />

on board INS Arihant, India’s first indigenous nuclear powered<br />

submarine, has now achieved criticality,” the Prime Minister<br />

said in a statement.<br />

“Today’s development represents a giant stride in the<br />

progress of our indigenous technological capabilities. It is testimony<br />

to the ability of our scientists, technologists and defence<br />

personnel to work together for mastering complex technologies<br />

in the service of our nation’s security,” he said.<br />

Khemka stated that both the sale deed of February 12,<br />

2008 — through which Vadra’s company, Skylight Hospitality,<br />

bought the land from Onkareshwar Properties<br />

— and the letter of intent for granting a commercial licence<br />

to his company issued by the DTCP in March 2008<br />

are sham transactions, executed only to enable Vadra<br />

to collect market premium accruing to him due to state<br />

largesse.<br />

Khemka had earlier kicked up a<br />

political storm in 2012 when he alleged<br />

irregularities in the land<br />

dealings of Robert Vadra and DLF<br />

in Haryana and asked the state<br />

government to give him a copy of<br />

the inquiry reports conducted by<br />

it.<br />

whether a cheque issued by Robert<br />

cheque or not. He had said if the<br />

report had appeared in newspapers<br />

PV Sindhu has just catapulted herself<br />

from the wilderness into the<br />

spotlight. Her brilliant giant-killing<br />

run at the World Championships already has<br />

people talking, tweeting, facebooking and<br />

generally going nuts on TV as well.<br />

And almost everyone wants the answer to<br />

one question: Is she better than Saina?<br />

To cut a long story short, for the answer to<br />

that question we need to go back to the India<br />

Super Series in April this year. The centre of<br />

attraction at the pre-tournament press conference<br />

was understandably the top seed<br />

Saina Nehwal. While everyone was<br />

crowding the London Olympic bronze<br />

medallist, chief national coach Pullela<br />

Gopichand was happy standing in one<br />

corner and chatting about his other prodigy<br />

– PV Sindhu – with a handful of journalists<br />

eager to know when we can see the lanky<br />

youngster show the results that will justify<br />

her potential.<br />

To their disappointment, Gopichand asked<br />

them to give Sindhu another two years as she<br />

was still growing and will need that much<br />

time to mature.<br />

Many felt that the former All England<br />

champion was just trying to play down the<br />

hype surrounding the Asian Junior champion<br />

and didn’t really mean it.<br />

But those who have known Gopichand over<br />

the years will know that the chief national<br />

coach doesn’t really make statements with-<br />

out weighing the pros and cons of his words.<br />

What Gopichand actually meant was that<br />

Sindhu was just about 18 and was still growing<br />

physically and emotionally and will take<br />

some time to understand herself and her<br />

game better.<br />

There is no doubt about the talent that<br />

Sindhu possesses and since that chat, the<br />

Asian junior champion has won the<br />

Malaysian Grand Prix gold, reached the<br />

semifinals of a Super Series event and this<br />

week upset the applecart of defending world<br />

champion Yihan Wang and another Chinese<br />

star Shixian Wang to become first Indian<br />

women’s singles player to win a medal in the<br />

BWF World Badminton Championship in<br />

her maiden appearance in the prestigious<br />

tournament.<br />

But the period has also corresponded with<br />

quite a few injury worries and she had to<br />

miss the entire Asian circuit in May and<br />

June due to it.<br />

In fact in the last one year, Sindhu has been<br />

laid low by knee injury a couple of times as<br />

her lanky frame puts quite a bit of pressure<br />

on her knees and the support staff at the<br />

Gopichand Badminton Academy is working<br />

very hard to help her bulk up a bit without<br />

losing any of her agility.<br />

niggle or two but Gopichand has been quick<br />

to draw the line with Sindhu – he realises<br />

that this is a crucial phase in Sindhu’s<br />

growth as a badminton player and injuries<br />

cannot be allowed to derail the process.<br />

But in China, the youngster proved that<br />

when she is completely fit and has trained<br />

hard she has the ability to match the best in<br />

the world in speed and agility and she is only<br />

going to get better thanks to the efforts she is<br />

putting during training every day.<br />

Yes, she was outplayed in the semifinal by<br />

another youngster Ratchanok Intanon of<br />

Thailand but she did well in reaching the<br />

last four. The real challenge for her will be<br />

dealing with the expectations — the entire<br />

nation would expect her to win every tournament<br />

she participates in.<br />

It is precisely why Gopichand was not willing<br />

to talk about a possible gold even after<br />

Sindhu had beaten the two Chinese stars to<br />

reach the World Championship semifinal<br />

and even tried to protect her from all the<br />

<strong>WE</strong> <strong>THE</strong> <strong>STATE</strong><br />

hype surrounding her victories by cutting<br />

down her communication from the outside<br />

world.<br />

To her benefit, Sindhu comes from a family<br />

which has seen the ups and downs of professional<br />

sport with both her parents being international<br />

volleyball players (her dad was<br />

even the captain). Also Gopichand is well<br />

aware of the growing pressure on the youngster<br />

and would have also started devising a<br />

strategy to use it to make her mentally<br />

stronger.<br />

But this is not an overnight process and<br />

just like the coach and the player we will also<br />

have to be patient as Sindhu’s results may oscillate<br />

between exceptional and not so impressive<br />

and should be looked at just as a development<br />

process for the youngster. Indeed,<br />

at this point – it should not be Saina or Sindhu.<br />

Rather, it should be Saina and Sindhu.<br />

Together, they are doing India proud and together,<br />

they can push each other to get even<br />

better.<br />

One thing is sure. Sindhu has the potential<br />

to become the best in the world. And if we<br />

follow the timeline Gopichand has set for the<br />

18-year-old, then this is just a beginning.<br />

Today, let us just celebrate the achievement<br />

of Sindhu and wish her all the best for the future.<br />

VVS Laxman, before taking his decision to retire, got a<br />

taste of MS Dhoni’s habit of going completely off the<br />

radar when he’s on holiday.<br />

And now, Virat Kohli has become the latest victim of the Indian<br />

skipper’s habit of not responding to text messages or phone calls.<br />

Laxman and Kohli aren’t the only big names Dhoni has<br />

ignored. He notoriously didn’t reply to a congratulatory message<br />

from Amitabh Bachchan after he received the Padma Shree in<br />

2009.<br />

In a Hindustan Times report, Kohli was quoted as saying:<br />

“When he goes away on holidays, it is very hard to contact him.<br />

I tried to message him on the phone but I couldn’t reach him. But<br />

I’ll be seeing him soon I guess. And I’ll speak to him about it.”<br />

Dhoni said that he would not like to be disturbed during his<br />

break, and it seems he’s leaving no stone upturned to accomplish<br />

this.<br />

However, Kohli maintained that he was trying to learn from<br />

Dhoni — especially his ability to keep calm under pressure.<br />

Kohli has been criticised of losing his cool too often.<br />

He also mentioned that Dhoni’s tips during the West Indies tour<br />

helped him in Zimbabwe.

UPA Government responsible<br />

for killing of Indian soldiers<br />

The responsibility for the recent<br />

killing of five Indian jawans<br />

along the Line of Control in<br />

Poonch in Jammu & Kashmir lies to a<br />

large extent with the Congress-led<br />

UPA Government as it does entirely<br />

with the Army across the border and,<br />

by extension, the recently sworn-in<br />

Nawaz Sharif regime. By continuing<br />

to overlook the repeated breach of the<br />

ceasefire agreement along the LoC by<br />

the Pakistani Army which has over<br />

the months claimed precious lives of<br />

our soldiers, and taking a soft line on<br />

the infiltrations that militants make<br />

with Islamabad's Army providing covering<br />

fire, the Union Government has<br />

encouraged Pakistan to sustain its<br />

deadly attacks.<br />

Even in the present case, the impotence<br />

of the Congress-led regime is evident.<br />

Given that the UPA regime has<br />

allowed Islamabad to get away with<br />

similar atrocities in the past, it would<br />

be a miracle if it actually takes a firm<br />

stand and calls off potential talks between<br />

the Prime Ministers of the two<br />

countries on the sidelines of a United<br />

Nations meet in New York in September,<br />

or takes other measures such as<br />

scaling down diplomatic or trade ties.<br />

Prime Minister Manmohan Singh's<br />

attempt to reach out to the Opposition<br />

to explain the Government's position<br />

and ‘cool down tempers' would have<br />

been more credible had his Government<br />

acted decisively in the past. Remember<br />

how he went back on the resolve<br />

that he made in January that it<br />

will no longer be “business as usual”<br />

with Pakistan after the latter's Army<br />

killed Indian soldiers and mutilated<br />

their bodies. Within months of that,<br />

business was back as usual. Trade and<br />

visa agreements fell in place and India<br />

began engaging officials of Islamabad.<br />

On an earlier occasion, after the 26/11<br />

attacks, New Delhi had made a similar<br />

resolve, and broke that too within<br />

months. There is a limit to ill-placed<br />

generosity. Once again Pakistan has<br />

made a military venture and killed<br />

five soldiers and India is a mute spectator.<br />

Its reaction is in Parliament and<br />

not at the front. Leaders from the ruling<br />

and opposite political parties are<br />

firing at each other, but not permitting<br />

the soldiers to retaliate.<br />

Pakistan, one-fourth the size of India,<br />

has always deterred us by all<br />

means. In the wake of terrorist attacks<br />

on Parliament on December 13,<br />

2001, India had mobilised its forces at<br />

the western border and was quite<br />

close to war on January 14, 2002 and on<br />

June 10, 2002. But we did not attack on<br />

Pakistan for fear that the latter might<br />

use its nuclear weapons. In fact, the<br />

NDA government was scared about<br />

Pakistan’s military dictatorship –<br />

whenever military dictators and trigger-happy<br />

Pakistani generals went to<br />

war, both casualties and destruction<br />

were heavy.<br />

The politico-military intellectual<br />

landscape in India has remained basically<br />

desolate. A mislaid and archaic<br />

emphasis on peaceful rhetoric has restrained<br />

all national debate on India’s<br />

strategic culture to deal with the enemy.<br />

It is a multifaceted topic, which<br />

further needs to be discussed and argued<br />

honestly without any bias to<br />

reach a conclusion. A sound and effective<br />

strategy should be immediately<br />

formulated to highlight the increasing<br />

necessity of integration between military<br />

power and diplomacy in view of<br />

consecutive Pakistani attacks on our<br />

soldiers.<br />
