similar to the effects <strong>of</strong> past actions. All actions are consistent with the Forest<br />

Plan, <strong>and</strong> all environmental effects are within the range disclosed in the Final<br />

Environmental <strong>Impact</strong> Statement for the Forest Plan. Based on this past<br />

experience <strong>and</strong> the environmental analysis, there would not be any highly<br />

uncertain effects or effects that involve unique or unknown risks.<br />

The EA describes the risks associated with each <strong>of</strong> the alternatives in<br />

Chapter 3. There is some risk <strong>of</strong> illegal ATV use <strong>of</strong> the northern route. However<br />

monitoring will be done <strong>and</strong> decision criteria applied if that happens. There is also<br />

some risk <strong>of</strong> ATV use on the trail coming from McFarl<strong>and</strong> Lake if Alternative 4<br />

were to be constructed. Summer closure <strong>and</strong> monitoring would be needed for that<br />

trail as well.<br />

6. Alternatives 2 <strong>and</strong> 4 will not establish a precedent for future actions or<br />

represent a decision in principle about a future consideration, particularly the need<br />

for other snowmobile trails or recreational access for other forms <strong>of</strong> recreational<br />

use. Any future proposal would follow appropriate guidelines for analysis <strong>and</strong><br />

decision. The decision made about activities within this project area does not<br />

commit us to actions on l<strong>and</strong>s outside the project area.<br />

7. All known connected actions associated with the selected activities that have<br />

occurred in the past, are occurring now, or reasonably foreseeable in the future,<br />

have been identified in the EA. This includes actions on all ownerships in the<br />

project area. The cumulative effects to each resource area were analyzed in the<br />

EA (Chapter 3). There are no known significant cumulative effects between this<br />

project <strong>and</strong> other projects currently implemented or planned in the project area or<br />

adjacent areas.<br />

8. <strong>No</strong> significant impacts are foreseen on any properties listed on or considered<br />

eligible for listing on the National Register <strong>of</strong> Historic Places, nor will there be<br />

any loss or destruction <strong>of</strong> any scientific, cultural, or historic places. The area<br />

affected by the actions <strong>of</strong> this project has been surveyed for heritage resources.<br />

Any known sites will be appropriately protected.<br />

9. A Biological Assessment (BA) was completed for threatened <strong>and</strong> endangered<br />

species <strong>and</strong> for their critical habitat for the <strong>South</strong> <strong>Fowl</strong> Lake Access Area. The<br />

BA determinations are:<br />

a. All <strong>of</strong> the alternatives may affect but are not likely to adversely affect<br />

wolves or wolf habitat in the area.<br />

b. All <strong>of</strong> the alternatives may affect but are not likely to adversely affect<br />

lynxes or lynx habitat in the area.<br />

c. Alternative 2 may affect but is not likely to adversely affect eagles.<br />

The Forest Service consulted with the U.S. Fish <strong>and</strong> Wildlife Service in<br />

accordance with requirements. The Fish <strong>and</strong> Wildlife Service concurred with our<br />

determination. The BA is found in project file for the <strong>South</strong> <strong>Fowl</strong> Lake<br />
