closure or the trail will be obliterated <strong>and</strong> rerouted. St<strong>and</strong>ards for obliteration<br />

would be similar to those used by Gunflint District for several years now <strong>and</strong><br />

those have been demonstrated to be effective (Monitoring Report, 2004). Since<br />

we will not tolerate the impact, it will not be significant.<br />

Alternative 4 would have fewer noise impacts to the Wilderness; however<br />

cumulative impacts would be relatively the same.<br />

The physical <strong>and</strong> biological effects are limited to the immediate project area. The<br />

Environmental Assessment in Chapter 3 analyzes these effects in different resource areas.<br />

All actions are consistent with the Forest Plan, <strong>and</strong> all environmental effects are within<br />

the range disclosed in the Final EIS for the Forest Plan. The types <strong>of</strong> activities selected to<br />

be implemented are similar to activities that have occurred in the past in this area or areas<br />

that are similar. I find that the activities <strong>of</strong> the selected Alternatives (2 <strong>and</strong> 4) move the<br />

project area toward the goals <strong>and</strong> objectives outlined in the Forest Plan.<br />

1. Effects to rare plants, particularly those associated with the Rove Slate<br />

complex (see Figure 9) were brought as an issue. I have looked at a map<br />

indicating the extent <strong>of</strong> this geologic layer. In the United States it is calculated to<br />

be about 81,800 acres within the proclamation boundary <strong>of</strong> the Superior National<br />

Forest (GIS calculation). Of those, just over 51,800 (63%) are contained in the<br />

Vento Unit <strong>of</strong> the BWCAW. Further, I did a rough count <strong>of</strong> the geologic features<br />

(see Figure 10) that are similar to the Royal Lake cliffs. Gerdes (2001) has<br />

determined that talus slope, rock outcrop <strong>and</strong> moist cliff are abundant in the Rove<br />

Slate complex (tbl 2, pg 17). I counted a total <strong>of</strong> 75 peaks or ridges with steep to<br />

vertical slopes. Of those, 60 (80%) were in the Vento Unit <strong>of</strong> the BWCAW. I<br />
