S & Gs pages 2-9 through 2-54 <strong>and</strong> MA pages 3-9 through 3-12 <strong>and</strong> 3-41<br />

through 3-76). All relevant st<strong>and</strong>ards <strong>and</strong> guidelines will be met <strong>and</strong> have been<br />

incorporated in the design elements <strong>and</strong> mitigation measures listed in<br />

Appendix B. Further evidence <strong>of</strong> my review <strong>of</strong> st<strong>and</strong>ards <strong>and</strong> guidelines is<br />

provided in the Response to Comments in Appendix D.<br />

FINDING OF NO SIGNIFICANT IMPACT<br />

The Presidents Council on Environmental Quality (CEQ) has provided guidance on what<br />

constitutes a significant impact in section 1508 <strong>of</strong> 40 CFR Parts 1500-1508 Regulations<br />

for Implementing The Procedural Provisions <strong>of</strong> The National Environmental Policy Act.<br />

In particular, 1508.27 provides that “<strong>Significant</strong>ly” requires considering both context <strong>and</strong><br />

intensity <strong>of</strong> the impact.<br />

I have reviewed both the context <strong>and</strong> intensity <strong>of</strong> the environmental consequences for<br />

Alternatives 2 <strong>and</strong> 4. Based on my experience with similar projects <strong>and</strong> practices, I<br />

conclude that the selection <strong>of</strong> Alternatives 2 <strong>and</strong> 4 does not constitute a major Federal<br />

action, individually or cumulatively, <strong>and</strong> will not significantly affect the quality <strong>of</strong> the<br />

human environment. Although all considerations for significant impact are important, I<br />

paid very close attention to potential impacts to the BWCAW, to rare plants including<br />

their habitat <strong>and</strong> to local users <strong>of</strong> the area. These issues were truly important to the action<br />

in question (CEQ 1500.1 (b)). The level <strong>of</strong> analysis conducted for the <strong>South</strong> <strong>Fowl</strong> Lake<br />

Access Area Environmental Assessment is adequate <strong>and</strong> documents no significant<br />

effects. Therefore, an environmental impact statement is not needed. This determination<br />

for Alternatives 2 <strong>and</strong> 4 is based on the following factors:<br />

A. Context- CEQ 1508.27 (a) states “For instance, in the case <strong>of</strong> a site specific<br />

action, significance would usually depend upon effects in the locale rather than in the<br />

world as a whole.” The geographical setting <strong>of</strong> the proposal is localized with<br />

implications only for the immediate area <strong>of</strong> McFarl<strong>and</strong> to <strong>South</strong> <strong>Fowl</strong> Lakes.<br />

1. Winter: <strong>Impact</strong>s to wilderness are from the perspective <strong>of</strong> sights <strong>and</strong> sounds <strong>of</strong><br />

snowmobiles <strong>and</strong> then, only when heard or detected by a person who is in the<br />

wilderness immediately adjacent to the source. A person not in the vicinity <strong>of</strong><br />
