HFRA Public Meeting<br />
A public meeting on OWTFR was held at the Middle Fork Ranger Station on December 4, 2007<br />
at Middle Fork Ranger Station. The meeting was announced in a legal notice in the Eugene<br />
Register-Guard on November 26, 2007 and in the Proposed Action scoping letter dated<br />
November 30, 2007. Approximately 25 people attended the meeting, including representatives<br />
from Native Forest Council, Oregon Wild, Cascadia Wildlands Project, Cascadia’s Ecosystem<br />
Advocates, Hazeldell Rural Fire Protection District, and about 19 Oakridge/ Westfir residents.<br />
Who May File an Objection<br />
Under the regulations at 36 CFR 218.6 governing the Predecisional Administrative Review<br />
Process for authorized HFRA projects, only individuals and organizations who submitted specific<br />
written comments related to the proposed fuel reduction project during scoping or any period for<br />
which public comment was specifically requested for the project may file an objection to the<br />
project. Comments and responses are summarized in Appendix B. The following have qualified<br />
to object to the OWTFR Project Environmental Assessment:<br />
Alexander H. St. Claire. Submitted an email in response to the preliminary scoping 5/31/07.<br />
American Forest Resource Council. Submitted a letter in response to the Proposed Action<br />
scoping, 1/7/08.<br />
Bruce and Jan Moses. Submitted email comments on 4/12/07, a letter on 5/4/07, and another<br />
email on 5/23/07. Met with project team members to help plan design measures for reducing<br />
impacts to scenic quality.<br />
Cascadia Wildlands Project. Submitted a letter in response to the preliminary scoping 6/25/07,<br />
signed by Jay Lininger. Submitted a letter in response to the Proposed Action scoping stating<br />

The Confederated Tribes of the Grand Ronde Community of Oregon. Michael Karnosh,<br />
Ceded Lands Coordinator submitted a letter in response to the preliminary scoping, 5/30/07. The<br />
letter was in support of the project, with some specific suggestions for reducing or minimizing<br />
impacts, and offered tribal support in the planning and implementation of OWTFR restoration<br />
projects. Mr. Karnosh helped plan restoration activities for several of the meadows.<br />
Opportunities for Further <strong>Coordination</strong> and Collaboration<br />
1) Grande Rhonde tribe has offered to help with prescribed burning, meadow restoration, and<br />
mixed conifer restoration.<br />
2) Middle Fork Willamette Watershed Council has offered to help with Mule Meadow<br />
restoration.<br />
3) Consider enlisting student help from Oakridge School District to participate in Mule Meadow<br />
restoration.<br />
4) Consider enlisting the expertise of a group such as local Chapter of the Xerces Society or<br />
North American Butterfly Association in initiating annual or bi-annual surveys for mardon<br />
skipper in meadow habitat associated with project areas.<br />
5) Invite interested individuals and groups that attended the public meetings to participate in<br />
monitoring.<br />
