Chapter 3. Affected Environment and <strong>Environmental</strong> Consequences<br />

Cumulative impacts are discussed in detail under each resource topic. Cumulative effects were<br />

found to be significant <strong>for</strong> groundwater resources, environmental justice, socioeconomics,<br />

cultural and historic resources, and human health and safety.<br />

Other Required Disclosures<br />

NEPA at 40 CFR 1502.25(a) directs “to the fullest extent possible, agencies shall prepare draft<br />

environmental impact statements concurrently with and integrated with other environmental<br />

review laws and executive orders.”<br />

This DEIS serves as the means by which the Forest Service initiates in<strong>for</strong>mal coordination with<br />

the U.S. Fish and Wildlife Service under the Fish and Wildlife Coordination Act, as well as<br />

in<strong>for</strong>mal consultation under Section 7 of the Endangered Species Act. The Forest Service is<br />

following procedures under Section 106 of the National Historic Preservation Act in consulting<br />

with the State Historic Preservation Office, tribes, and other consulting parties. New Mexico State<br />

law and regulations apply under the New Mexico Mining Act and laws governing the New<br />

Mexico Environment Department, the Office of State Engineer, the State Land Office, as well as<br />

any further State laws that may apply.<br />
